HomeMy WebLinkAboutMINUTES Town Board Study Session 2019-06-11RECORD OF PROCEEDINGS Town of Estes Park,Larimer County,Colorado June 11,2019 Minutes of a Study Session meeting of the TOWN BOARD of the Town of Estes Park,Larimer County,Colorado.Meeting held at Town Hall in the Board Room in said Town of Estes Park on the 1jth day of June,2019. Board:Mayor Jirsa,Mayor Pro Tern Walker,Trustees Bangs, Cenac,Martchink,Norris and Zornes Attending:Mayor Jirsa,Mayor Pro Tern Walker,Trustees Bangs, Cenac,Martchink,Norris and Zornes Also Attending:Town Administrator Lancaster,Assistant Town Administrator Machalek,Town Attorney White and Recording Secretary Disney Absent:None Mayor Jirsa called the meeting to order at 5:00 p.m. DOWNTOWN ESTES LOOP UPDATE.The Project Technical Advisory Committee provided an update on the progress of the Downtown Estes Loop since March 2019. Right-of-way (ROW)offers have been made for all seven full acquisitions and three properties have been purchased.CDOT’s condemnation requests for four parcels have been approved by the Transportation Commission.Consultant Relocation Agents have rnet with residents and designs have been focused on updating wayfinding signage. The hydraulic final approach would be determined in conjunction with regulatory agencies.The projected schedule would anticipate cornpletion of construction docurnents in 2019,ROW acquisitions would be expected to continue into 2020 and construction would begin in Surnmer 2021.The committee highlighted the Town’s interest in the BUILD Grant application and provided background on the grant and the project. REGULATORY PEAK DISCHARGE FORECASTS FOR FLOODPLAIN MANAGEMENT.Director Muhonen presented the discussion on regulatory peak discharge forecasts for floodplain management and provided a history and content of the 2017 Wright Water Engineering hydrology study used by FEMA for flood insurance mapping.Staff has identified two options for consideration:1)the Town would take no new action and accept the results of the 2017 hydrology study;2)Hire a qualified hydrology consultant to prepare an alternative Flood Insurance Map package for submittal to FEMA.Staff requested guidance on the next steps for floodplain management.Trustees discussed if construction or future improvements were modeled in the FEMA Flood Insurance Map,why properties were included in the floodplain which were not affected by the 2013 flood,elevations of the floodplain,the abilities of 2D mapping as opposed to 3D mapping,financial consequences to property owners, precision of data,and stormwater drainage and mitigation.It was determined to review a potential contract with a consultant to examine observed flood elevations from the 2013 flood as compared to the draft hydraulic models. Bill Van Horn/Town citizen stated accurate modeling would not be possible due to technological capabilities.He referenced previous flood mapping discussions and stated there were two ways to accurately measure floods,one of which utilizes measuring gauges. Todd Plummerifown citizen spoke regarding the process of beginning and instituting hydraulic studies and stated when data points were collected,they were then considered either historical events or normal data sets. RECORD OF PROCEEDINGS Town Board Study Session —June 11,2019 —Page 2 WORKFORCE HOUSING AND CHILDCARE TASK FORCE REPORT.Due to time constraints the Town Board determined to add the Workforce Housing and Childcare Task Force to the Town Board meeting as a report and discussion item. TRUSTEE &ADMINSTRATOR COMMENTS &QUESTIONS. Town Administrator Lancaster stated the Estes Park Housing budget amendment for additional funding in the amount of move to the new location.It was determined to include this expected for the June 25,2019 regular meeting. Authority has requested a $51,462 to support their in a budget amendment FUTURE STUDY SESSION AGENDA ITEMS. Trustee Bangs requested a discussion of recreational uses in residential zoning districts and it was determined schedule the discussion for July 9,2019.
