Minutes of a Study Session meeting of the TOWN BOARD of the Town
of Estes Park, Larimer County, Colorado. Meeting held at Town Hall in
Sundance and Twin Owls Rooms in said Town of Estes Park on the 1st
day of November, 2011.

Blackhurst, Elrod, Ericson, Koenig and Miller

Absent: Town Administrator Halburnt
Mayor Pinkham called the meeting to order at 4:00 p.m.
TOWN ADMINISTRATOR RECRUITMENT PROCESS.
The Board discussed the pros and cons of issuing an RFP to secure the services of a
recruitment firm to place a new Town Administrator. Comments are summarized: an
RFP process would add a month to the process; the intent of an RFP process could be
met by using the firms identified, requesting formal proposals, and conducting
interviews by the Board; Human Resources should be in charge of the process and
develop a list of firms for the Board; regardless of the process the Board should be
involved in the process with two Board members directly involved; a fixed cost proposal
would be preferred; a local firm, in state, was recommended because of their familiarity
with the state and local issues; and the firms identified have been vetted by CML.
Mayor Pinkham stated the letters of intent from EMS and Mercer Group outline the
basic process to be used with each having a very different approach. He stated there is
a limited number of firms that focus on municipalities, and the fee charged for services
is generally a flat fee. He suggested contacting KRW, reviewing a firm from California
recommended by CML and reviewing the firms chosen by Longmont through a recent
RFP for a new City Manager.
Mayor Pinkham stated once a recruiter has been identified the Board would need to
provide an accurate job description, identify what the Board would like in a candidate,
expectations for the process, i.e. staff and community involvement. He recommended
each firm identified to date provide a formal proposal. Trustees Blackhurst, Levine and
Miller agreed an interview of the firms would accomplish the intent of an RFP.
Trustee Elrod stated concern with not following the Town’s purchasing policy and
completing an RFP because it would delay the process. He contended there is no time
limit and a national search for a recruiting firm would not necessarily delay the search.
He requested the Town identify the firms that responded to the RFP completed by
Longmont in April of this year. Trustee Ericson disagreed with limiting the firms and
would recommend an RFP process to conduct a national search for a recruiting firm.
Town Clerk Williamson would contact Longmont to determine a list of firms that
submitted proposals and forward the information to the Board. The Board would
discuss the process at the next Board meeting and determine whether or not an RFP
process would be used.
There being no further business, Mayor Pinkham adjourned the meeting at 4:52 p.m.
