00RESOLUTION#17-15SUPPORTINGTHEUSEOFLARIMERCOUNTYMILLLEVYFUNDSFORINTERSTATE25(1-25)IMPROVEMENTSWHEREAS,theBoardofCountyCommissionersrecognizesthat1-25isanintegralpartofthetransportationsysteminnorthernColoradothatconnectscommunitiesalongtheFrontRangeandfurtherrecognizestheneedtoexpandthenumberoftravellanestosafelyaccommodatecurrentandfuturetraffic;andWHEREAS,ColoradoDepartmentofTransportation(CDOT)ismakingapplicationforaRiskandResiliencygrant,throughaPresidentialChallenge,toreplacethree(3)bridgeson1-25(CacheIaPoudre,BigThompsonandLittleThompson)andtorepairtheSaintVramBridge;andWHEREAS,CDOThasidentifiedthesebridgesas‘pinchpoints’thatcurrentlyrestrictexpansionofthenumberoflaneson1-25innorthernColorado;andWHEREAS,theRiskandResiliencygrantforthebridgesisaportionofalargergrantapplicationfortheentireStateofColoradothatisscheduledtobeevaluatedandawardedbytheendof2015;andWHEREAS,theBoardofCountyCommissionersrecognizethatthegrantrequestwillneedmatchinglocalfundstobeviableandthattheCountyshouldprovideaportionofthatmatch;andWHEREAS,theBoardofCountyCommissionersunderstandsthattheincreasedpropertyvaluationsforLarimerCountypropertyownersin2015providesanopportunitytotemporarilyincreasetheRoad&BridgeMilllevyforaperiodoffiveyearswithoutdetrimenttootherCountyprogramsandwithoutmodifyingthetotalmilllevy;andWHEREAS,AssessedvaluationsonpropertiesinmunicipalitiesaresharedbetweenthemunicipalityandtheCountyandassessedvaluationsonpropertiesintheunincorporatedareasgoestotheCounty;andWHEREAS,theBoardofCountyCommissionerspresentedtotheLarimerCountyJointRegionalMeetingonOctober22,2015,totheeight(8)communitieswithinLarimerCounty(FortCollins,Loveland,Berthoud,EstesPark,Wellington,Timnath,Windsor,andJohnstown)theconceptoftemporarilymovingGeneralFundmilllevytoRoad&Bridgemilllevywitheachlocalgovernmentcontributingtheirincreasedportionto1-25improvementsandtheconcepthasbeenwellreceivedandverballysupported;and CCWHEREAS,theincreasedmilllevyisestimatedtogenerateapproximately$5.3millionoverthefiveyearsforuseon1-25andtheremainingLarimerCountyfunds,estimatedatapproximately$4.7million,willbeusedonaregionalproject(s)thatwillbenefitresidentsoftheCountyincludingthoseresidingwithintheeight(8)communitieslistedpreviously;andWHEREAS,theBoardofCountyCommissionershasaskedthateachcommunitypassasimilarResolutioncommittingtothetemporarymilllevyadjustmentfor1-25forLarimerCountybudgetapprovalpurposesandwillworkwithsaidcommunitiestodevelopanInter-GovernmentalAgreement.NOWTHEREFOREBEITRESOLVEDBYTHEBOARDOFTRUSTEESOFTHETOWNOFESTESPARKtoherebysupporttheshiftoffundsfromthemilllevygeneralfundtothemilllevyroad&bridgefundforaperiodoffive(5)yearsadjustingtheincreasedmilltogenerateapproximately$2,000,000peryear.DATEDthis10dayofATTEST:RoUPMhPr2015.ToeClerkCsThTOWN
