00RESOLUTION#13-16SUPPORTINGTHEMENTALHEALTH,DETOXISUBSTANCEABUSEFACILITYANDSERVICESBALLOTISSUE.WHEREAS,Mentalillnessandsubstanceusedisordersareserioushealthissuesfor1in4peopleinLarimerCounty;andWHEREAS,Mentalillnessandsubstanceusedisordersaretreatablehealthconditions;andWHEREAS,Toooftenpeopleincrisisendupatanemergencyroom,injail,oraretakentoGreeley’sdetoxfacility.OurcommunitiesneedapublicfacilityinLarimerCountyandapubliccommunity-basedmentalillnessandbehavioralhealthtreatmentcenterthatwillprovideacontinuumofhigh-qualitycarefordetox,mentalhealthandsubstanceabusetreatmentandserviceswhichwillbelesscostlythanjails,emergencyrooms,andtraveloutofLarimerCounty;andWHEREAS,TheestimatednumberofLarimerCountyadultswhosufferwithmentalillnessis44,300andtheestimatednumberofLarimerCountyadultswhoaredrug-oralcoholdependentis31,000;andWHEREAS,ThenumberofadultsinLarimerwhoreceivetreatmentannuallyis2,800andthenumberofadultstheproposedfacilitywouldaccommodateannuallyis4,700;andWHEREAS,Theestimatedyearlyadmissionsinthe12-bedacutetreatmentunitwouldbe990patients,estimatedannualadmissionstothemedicallymonitoredwithdrawalmanagementordetoxwing,withamedicalstafftoadministermedicationstoaidwithdrawalwouldbe820patients,and,estimatedadmissionseachyearforshort-termintensiveresidentialtreatmentwouldbe300patientsWHEREAS,Theexpectedcostforlandandconstructionofa51,000-square-footfacilityis$20.42millionandanticipatedannualoperatingcostsof$11.77million(operatingcostof$15.77millionminusrevenue=$11.77million).Thecosttothepublicisasalestaxof25cJcentson$100spentforanewbehavioralhealthfacility.LarimerCountytaxesareexpectedtoincreaseby$16,500,000.00dollarsin2017,andbywhateveradditionalamountisraisedannuallythereafterfor25years;andWHEREAS,Thisfacilitywillfillgapsincareinourcommunities.Becausethisproposalaimstoensurepeoplehaveaccesstothehelptheyneedthroughacontinuumofcareintheircommunityandthattreatmentisaninvestmentinthehealthandwell-beingofourcommunities;and 00NOWTHEREFOREBEITRESOLVEDBYTHEBOARDOFTRUSTEESOFTHETOWNOFESTESPARKdoherebysupportthecounty-widesalesandusetaxof25Con$100dollars,beginningJanuary1,2017,tobuild,improve,maintain,andoperateatreatmentanddetoxfacilityformentalhealth,alcoholanddrugabuse,andassociatedsupportservicesinconnectionwiththisfacility.aT’sADATEDthisIdayof.2016.TOWNOFESTESPARKMayorATTEST:cm...poToØ’\Clerk
