0CLARIMERCOUNTY2016MULTI-JURISDICTIONALHAZARDMITIGATIONPLAN2ExecutiveSummaryOnbehalfofallmunicipalities,countyagencies,andTitle32SpecialDistrictsthroughoutLarimerCounty,theLarimerOfficeofEmergencyManagementissubmittingthisLarimerCounty2016Multi-JurisdictionalHazardMitigationPlan(HMP)forreviewbytheStateofColorado,DivisionofHomelandSecurityandEmergencyManagement,andtheFederalEmergencyManagementAgency.ThisPlanistheresultofthecontinuedeffortfromstakeholders,partnersanddistrictstocompleteadocumentthatupdatesthe2010NorthernColoradoRegionalHazardMitigationPlan.TheupdatedPlanaddressesnaturalandhuman-causedhazardsthroughoutLarimerCountywiththeexpressedpurpose.ofsavinglivesandreducingfuturelossesinanticipationoffutureevents.Larimer’sHMPhasbeencompletedwithahighdegreeofpublicparticipation.Abroadrangeofpublicandprivatestakeholders,includingagencies,localbusinesses,nonprofits,andotherinterestedpartieswereinvitedtoparticipateinthedevelopmentofthe2016Plan.Twenty-sevendifferentjurisdictionsparticipatedintheplanningprocess,includingLarimerCounty,allmunicipalitie5withinthecounty,ColoradoStateUniversity,andmultipleFire,EMS,Sanitation,Park,andWaterDistricts.Stakeholderinvolvementwasencouragedthroughstaffandplanningteaminvitationstoagenciesandindividualstoactivelyparticipateinlocalplanningmeetingsandtointeractwiththeplanningmaterialsandsurveyspostedontheprojectwebsite.Publicinputwassoughtthroughouttheplanningprocessbyadvertisingopenpublicmeetingsthroughlocalnewspapers,emaildistributionlists,communitybulletins,socialmedianetworks,andjurisdictionalwebsites.TheHazardIdentificationandRiskAssessment(HIRA)buildsonavailablehistoricaldatafrompasthazardoccurrences,establishesdetailedprofilesforeachhazard,andculminatesinahazardriskrankingbasedonconclusionsaboutthefrequencyofoccurrence,spatialextent,andpotentialimpactofeachhazard.FEMA’sHAZUSlossestimationmethodologywasalsousedinevaluatingknownhazardrisksbytheirrelativelong-termcostinexpecteddamages.Inessence,theinformationgeneratedthroughtheriskassessmentservesacriticalfunctionascommunitiesseektodeterminethemostappropriatemitigationactionstopursueandimplement—enablingcommunitiestoprioritizeandfocustheireffortsonthosehazardsofgreatestconcernandthosestructuresorplanningareasfacingthegreatestrisk(s).Thehazardsanalyzedindetailinthisplaninclude:-BiologicalHazards/Contagion-Hazmat—FixedandTransport-CivilDisturbance-Landslide/Rockslide-Earthquake-Spring/SummerStorms-Erosion/Deposition-Tornado-Fire—Wildland-UtilityDisruption-Flood—FlashandRiverine-WinterStorm(Blizzard,HeavySnow)Thefinal,andarguablythemostimportantstepinupdatingtheMitigationStrategywasthecreationofnewMitigationActions.InpreparingtheirMitigationActions,theCountyandeachparticipatingjurisdictionconsideredthe2016planninggoalsandtheirindividualhazardrisks,9HMichaelBakerINTERNATIONAL C0LARIMERCOUNTY2016MULTI-JURISDICTIONALHAZARDMITIGATIONPLAN3ThePlanningProcessThissectionofthePlandescribesthemitigationplanningprocessundertakenbyLarimerCountyandparticipatingmunicipalitiesinthepreparationofthisMulti-HazardMitigationPlan.Thischapterconsistsofthefollowingsubsections:•Background•HazardMitigationPlanning•LocalMethodologyandUpdateProcess•ThePlanningTeam•PlanningMeetingsandDocumentation•PublicandStakeholderParticipation•Multi-JurisdictionalPlanningandParticipation•ExistingPlanningMechanisms3.1BackgroundEmergencyManagementisthepracticeofidentifying,managing,andreducingrisks.Itisadisciplinethatinvolvespreparingforadisasterbeforeitoccurs,supportingthoseaffectedbythedisaster,aswellasrebuildingafterthenaturalorhuman-causeddisasterevent.EmergencyManagementisanever-changingprocessbywhichallindividuals,groups,andcommunitiesattempttomanagehazardsinanefforttoavoidorreducetheimpactofdisasters.OnemethodforproactivelymanaginghazardrisksisHazardMitigationPlanning.HazardMitigationPlanningincludestheidentificationofpolicies,capabilities,activities,andtoolsnecessarytoimplementsuccessfulandsustainableriskreductionactions.WhyisLarimerCountycreatingahazardmitigationplan?Mitigationplanningoffersmanybenefits,including:•Savinglivesandproperty•Savingmoney•Ensuringquickandeffectiverecoveryfollowingdisasters•Reducingfuturevulnerabilitythroughwisedevelopmentandpost-disasterrecoveryandreconstruction•Enhancingcoordinationwithinandacrossparticipatingjurisdictions,•Expeditingthereceiptofpre-disasterandpost-disastergrantfunding,and•DemonstratingafirmcommitmenttoimprovingcommunityhealthandsafetyMitigationplanninghasgreatpotentialtoproducelong-termandrecurringbenefitsbybreakingtherepetitivecycleofdisasterloss.Acoreassumptionofhazardmitigationisthatpre-disasterinvestmentswillsignificantlyreducethedemandforpost-disasterassistancebylesseningtheneedforemergencyresponse,repair,recovery,andreconstruction.Furthermore,mitigationpracticesenablelocalresidents,businesses,andindustriestore-establishthemselvesinthewakeofadisaster,gettingthecommunityeconomybackontracksoonerandwithlessinterruption.Thebenefitsofmitigationplanninggobeyondreducinghazardvulnerability.Measuressuchastheacquisitionorregulationoflandinknownhazardareascanhelpachievemultiplecommunitygoals,suchaspreservingopenspace,improvingwaterquality,maintainingenvironmentalhealth,andenhancingiiMichaelBakerINTERNATIONAL 00LARIMERCOUNTY2016MuLTI-JuRIsDIaloNALHAZARDMITIGATIONPLANrecreationalopportunities,Thus,itisvitallyimportantthatanylocalmitigationplanningprocessbeintegratedwithexistinglocalplanningefforts,andanyproposedmitigationstrategiesmusttakeintoaccountbroadercommunitygoals.LarimerCountyanditsmunicipalitieshaveembracedthisapproach,identifyingmultipleopportunitiestolinkthePlanwithpre-existingprograms,policies,plans,andresilience-buildinginitiatives.Duringthelasttwodecades,theemergencymanagementcyclehasevolvedconsiderably.Arenewedemphasishasbeenplacedonplanningfordisastersbeforetheyoccurasacomplementtoeffectiveresponseandrecovery.Asaresult,hazardmitigationhasgainedincreasingprominenceasacriticalpartofemergencymanagement.Bymitigatinghazardsthroughsustainedactiontakentoreduceoreliminatethelong-termrisktohumanlifeandpropertyfromhazards,riskscanbeproactivelycombatedinasystematicmanner,ratherthanbeingreactedtooncetheyoccur.This2016Planistheresultofcontinuingworkbythecitizensofthecountytoupdatearegionalpredisastermulti-hazardmitigationplanthatwillnotonlycontinuetoguidethecountytowardsgreaterdisasterresistance,butwillalsorespectthecharacterandneedsofthecommunity.PURPOSELarimerCountyadoptedthe2010NorthernColoradoRegionalHazardMitigationPlan(NCRHMP)inJulyof2010.The2010Planprovidedmomentumformakinghomes,businesses,andcommunitiesassafeaspossibleagainsttheimpactsoffloods,tornadoes,winterweather,andothernaturalhazards.LarimerCountyhasremaineddedicatedincontinuingtheworkstartedinthe2010NorthernColoradoRegionalHazardMitigationPlanandhaselectedtodevelopacounty-scalehazardmitigationplan.Thepurposesofthe2016LarimerCountyMulti-JurisdictionalHazardMitigationPlanare:•Toprotectlifeandpropertybyreducingthepotentialforfuturedamagesandeconomiclossesthatresultfromnaturalhazards;•Toqualifyforadditionalgrantfunding,inboththepre-disasterandpost-disasterenvironment;•Toprovidequickrecoveryandredevelopmentfollowingfuturedisasters;•Tointegrateotherexistingandassociatedlocalplanningdocuments;•Todemonstrateafirmlocalcommitmenttohazardmitigationprinciples;and•Tocomplywithstateandfederallegislativerequirementstiedtolocalhazardmitigationplanning.SCOPEThisPlanhasbeenpreparedtomeetrequirementssetforthbytheFederalEmergencyManagementAgency(FEMA)andtheColoradoDivisionofHomelandSecurityandEmergencyManagement(DHSEM)inorderforLarimerCountytobeeligibleforfundingandtechnicalassistancefromstateandfederalhazardmitigationprograms.Itwillcontinuetobeupdatedandmaintainedtocontinuallyaddressthosenaturalhazardsdeterminedtobeofhighandmoderateriskasdefinedbytheupdatedresultsofthelocalhazard,risk,andvulnerabilitysummary.OthernaturalhazardswillcontinuetobeevaluatedduringfutureupdatesofthePlaninordertodetermineiftheywarrantadditionalattention,includingthedevelopmentofspecificmitigationmeasuresintendedtoreducetheirimpact.ThisPlanwillbeupdatedandFEMAapprovedwithinitsfive-yearexpirationdate.112MichaelBakerNTERNATIONALcc
