CCRESOLUTION#29-18SupportofthePlatteRiverPowerAuthorityResourceDiversificationPolicytoWorkTowardtheGoalof100%Carbon-FreeElectricEnergyProductionbytheYear2030WHEREAS,theTownofEstesParkisoneoffourfoundingmunicipalitiesofthePlatteRiverPowerAuthority(PlatteRiver),oneofColorado’smostsuccessfulexamplesofregionalcollaboration,andonewhichprovidesEstesParkwithhighlyreliableelectricityatthelowestwholesalecostinthestate;andWHEREAS,PlatteRiverhasahistoryofaligningprocurementofresourceswhenthetimingandcosteffectivenessisright;andWHEREAS,as2018hasdemonstrated,PlatteRivercanpurchaserenewableelectricityatscaleatacostthatiscommensuratetopowergeneratedfromfossilfuelsonanenergybasis;andWHEREAS,forthepurposesofthisResolution,renewableelectricityincludesnonfossilfuelsources,includingelectricityderivedfromwind,solar,hydroelectricityandgeothermalsourcesandothermeansthatmaybecomeavailablethatdonotaddgreenhousesgasestotheatmosphere;andWHEREAS,studies,suchasonepublishedintheProceedingsoftheNationalAcademyofSciencesin2017,suggestsignificantlyhigherpercentages(upto80%)ofrenewableelectricitycouldbeachievedintheU.S.gridinbothacost-effectiveandreliablemanner;andWHEREAS,technologyandmarkettrendsfavoringrenewableenergystorageandreliabilityarecontinuingtodevelopintermsofcapacity,life-expectancyandaffordability;andWHEREAS,manybusinessesandresidentsinEstesParkhavecommittedtosupporting100%renewableorcarbon4reeenergyby2030,andWHEREAS,werecognizeandwanttoprotectthebeautyofRockyMountainNationalPark,theforestssurroundingusandourwonderfulcommunity,andWHEREAS,productionandburningoffossilfuelsarethegreatestcontributorstoatmosphericC02andmethanegreenhousegases;andWHEREAS,LongmontandFortCollins,ourpartnersinownershipofPlatteRiver,havepassedresolutionsinsupportofa100%renewableorcarbon-freeelectricenergygoal;andWHEREAS,thebenefitstoEstesParkoftransitioningto100%carbon4reeelectricitymaybenumerous;includingmorestableandaffordableutilitybills,amoresustainableanddependableenergysourceinthefuture,andacleaner,healthierenvironment;and 00WHEREAS,itisimportanttoprovidereliable,highqualityandaffordableenergytoattractandretainlocalbusinessesandspureconomicdevelopment,whichisvitaltoourcommunity’ssuccessinahighlycompetitiveandincreasinglyglobalmarketplace;andWHEREAS,theTownofEstesParkmayusetheavailabilityofrenewableenergytoattractandretainsustainabilitymindedbusinessesandexpandqualityjobopportunitiesinthegreeneconomyinourcommunity:andWHEREAS,thePlatteRiverBoardofDirectorshasdevelopedaproposedResourceDiversificationPolicyfortransitioningto100%carbon-freeelectricityby2030whilemaintainingPlatteRiver’sthreepillarsofprovidingreliable,environmentallyresponsibleandfinanciallysustainableelectricityandservices,andWHEREAS,thefollowingadvancementsmustoccurintheneartermtobesuccessfulinreaching100%carbonfreeelectricityasrecognizedbyPlatteRiver’sResourceDiversificationPolicy:•anorganizedregionalmarketmustexistwithPlatteRiverasanactiveparticipant,•batterystoragetechnologymustmatureandthecostsmustdecline,•theremustbebetterutilizationofstoragesolutions,includingthermal,heat,waterandenduseravailablestorage,•transmissionanddistributioninfrastructureinvestmentmustbeincreased,•transmissionanddistributiondeliverysystemsmustbemorefullyintegrated,•improveddistributedgenerationresourceperformance,•technologyandcapabilitiesofgridmanagementsystemsmustadvanceandimprove,•advancedcapabilitiesanduseofactiveendusermanagementsystems,and•generation,transmissionanddistributionratestructuresmustfacilitatesystemsintegration.NOWTHEREFOREBEITRESOLVED,BYTHEBOARDOFTRUSTEESOFTHETOWNOFESTESPARKCOLORADO:SupportstheeffortsofthePlatteRiverBoardofDirectorsinenactingtheproposedResourceDiversificationPolicywiththegoalofproducingorobtaining100%carbon-freeenergyby2030.DATEDthis______dayof_________TOWN0TEPARKa,MayorATTEST:L—°TjClerk
