Donald Paule y Absent : Absent : Michael E . Miller, Truste e Mayor Dannels called the meeting to order at 7 :30 P .M . Light and Power Director Matzke introduced John McDougall an d presented two Certificates ratifying John's completion of th e Apprentice Lineman Program . Training includes 7,600 hours of o n the job training plus 576 hours of related instruction . Mayo r Dannels and the Board commended John on being the first to complet e the training program . PUBLIC INPUT . There was no public comment . CONSENT CALENDAR : 1.Town Board minutes dated July 12, 1994 . 2.Bills . 3.Committee Minutes : A.Light & Power, July 14, 1994 . B.Planning Commission, July 19, 1994 (acknowledgemen t only). It was moved and seconded (Dekker/Gillette) the consent calendar b e approved,and it passed unanimously . ACTION ITEMS : 1 .Approval of Budgeted Expenditures :The Light & Power Committee recommended approval of the following : (1) Fixe d Asset Module ® Light & Power Director Matzke reported that this module will integrate with the general ledger and purchasing software for the mainframe computer . It was move d and seconded (Dekker/Pauley)the expenditure of $5,000 for th e module, $1,360 for training/travel expenses and $1,200 for a n annual support fee, for a total of $6,360 .00 be approved, an d it passed unanimously . (2) Minolta Microfiche Reader/Printer This expenditure , which will be shared between the Light & Power, Water an d General Funds, is for a microfiche reader/printer used fo r subdivision plats which are on 35 mm aperture cards . It wa s moved and seconded (Dekker/Marshall)the expenditure of Board of Trustees - July 26, 1994 - Page 3 that, following presentation of the proposed strategy, that h e favors re-investment in lieu of bonded indebtedness, and tha t the "window of opportunity is now". Trustee Pauley noted tha t a growing community does not correspond to TABOR . Truste e Marshall stated that the ballot question language should b e concise and positive, citizens have two options : re-invest i n the community or take something away from it ; the proposa l does not raise taxes, and the food tax refund is an excellen t idea . Clerk O'Connor read a letter from Trustee Miller whic h he prepared due to his absence : supports TABOR, the strateg y outlined to him is in keeping with the spirit and intent o f the amendment, categories of projects that the funds could b e expended for are heavily weighted towards needs of th e community v . wants, there are no provisions for incurrin g additional debt, and allows the Town Board an opportunity t o hold open discussions on the priorities of the community-- Trustee Miller supported the proposal . Mayor Dannel s commented that the Town does have the opportunity to determin e "want v . need", establish priorities, and that a unanimou s consensus was reached to proceed, thereby, directing staff t o initiate the process . 4 .Town Administrator's Report .Administrator Klaphake previewe d an Event Center Brewery bottle with an Estes Park label . Th e historic photograph (copy) was supplied from the Museu m photograph collection . Following completion of all agenda items, Mayor Dannels commente d on a letter received from Polly Gunn/Chairman, Woman's Clu b commending Town staff for their assistance during the Annual Boo k Sale held in Bond Park July 13 .
