Demobilization of excess resources has begun today. What's New: Medium potential for limited fire growth to the west is still possible, with extremely steep, rocky, and difficult terrain. Firefghters continue to build hand line and dozer line around the fire perimeter. Burn out operations, mop up and patrol continue on the fire perimeters. Structure protection continues in Big Elk Meadows and homes along Highway 36. Continue removal of Air Tanker 123 wreckage along Highway 36. Status of Evacuations: Little Valley and Lake Pasture Ranch residents were allowed back into their homes this morning at 8:00 am. Big Elk Meadows residents will also be allowed to return to their homes tonight at 6:00 pm, with only residents to be allowed on CR 47, and the power to their homes is still expected to be off. All areas are to remain on 'Alert" status until further notice. Public Meetings: Public meetings at Estes Park High School at 6:00 pm and Pinewood Springs Fire Stabon at 8:00 pm. The public is invited to attend for briefings on all the latest infonnation. Press Conferences: Two press conferences at Incident Command Post at the Lyon Middle School at 9:00 am and 3:30 pm. A special press conference is also being held tonight at 6:00 pm at the Lyons Middle School for the daughter of the co-pilot to address the public. Weather Forecast for Today: Temp 84-87, Relative Humidity 25%, and Winds 5-10 SW, 0.1 - 0.25 inches of rain received today on the fire area. Safety Message: Please use extreme caution if it is necessary to travel along Hwy 36. Smoke will be visible from burn out operations. TOWN BOARD COMMENTS Trustee Jeffrey-Clark reported that the Laser Light Show was well received, and she expressed appreciation to all involved in staging the event. Trustee Habecker expressed concern with the state-wide drought, questioning the impact and/or status to the Town's water supply. Public Works Diredor Linnane stated he is advising citizens to conserve water, and that this item will be discussed at the Public Works Committee Meeting July 18, 2002. Mayor Baudek invited everyone to attend the Rooftop Rodeo at the Fairgrounds that begins this evening and runs through July 14~h. It was moved and seconded (Doylen/Barker) the Appointment of Michael Oline, Joan Palmer and Betty Lynne Hull, all with 4-yr. terms expiring 1/01/06 be approved, and it passed unanimously. 2. TOWN ADMINISTRATOR'S REPORT. A. Personnel Hearing Officer. Town Administrator Widmer read a memo dated July 8, 2002 from Attorney White recommending Daniel C. Muffly be appointed to serve as a hearing officer to' hear an appeal on a personnel matter. It was moved and seconded (Gillette/Doylen) Mr. Muffly be so appointed at a fee of $175.00/hr., and it passed unanimously. B. Laser Liaht Show Report. Administrator Widmer reported that expenses (direct costs) for the July 4~h Laser Light Show were $15,920. The Chamber has confirmed that pledges total $13,000, and actual collections to date total $9,000. Special Events Director Hinze and her staff, and the EVRPD and their staff, were commended for the great team effort. t Trustee Doylen applauded the citizens for their restraint on obeying the Fire Ban while observing the July 4~h celebrations. Meeting held in the Municipal Building in said Town of Estes Park on the 11th day of July 2002. Committee: Chairman Jeffrey-Clark, Trustees Habecker and Newsom Attending: Chairman Jeffrey-Clark Also Attending: Town Administrator Widmer, Light & Power Director Matzke, Assistant to the Director Mangelsen, Museum Director Kilsdonk, and Deputy Clerk van Deutekom Absent: Trustees Habecker and Newsom Chairman Jeffrey-Clark called the meeting to order at 8:05 a.m. DRY GULCH ROAD UNDERGROUND REPLACEMENT - REQUEST APPROVAL. Director Matzke reported that during design and construction of the extension of underground electric facilities to serve the Good Samaritan project, staff negotiated construction of additional trench and conduit to allow replacement of 880' of direct buried cable to improve the distribution system on Dry Gulch Rd. Cornerstone Engineering completed the installation of the conduit, including contractor cost, inspection, and permits, at a cost of $9,165.00. This project was not specifically funded in the 2002 budget, however, a line item of $15,000 for miscellaneous underground projects could accommodate this expense. The Committee recommends approval of the construction of additional trench and conduit by Cornerstone Engineering in the amount of $9,165.00 to be funded from miscellaneous underground projects. LONG RANGE UNDERGROUND PRIORITY LIST - REPORT. The Town has replaced numerous overhead electric lines with underground facilities, including EPURA projects, CDOT highway improvement projects, joint projects with developers, and projects initiated by the Town. Director Matzke presented a draft list outlining: 1) the existing overhead lines that could be replaced with underground facilities; 2) street light feeds; and 3) transmission lines. Some of these projects would result in improved capacity and reliability, but many have only aesthetic value. The purpose for developing this list is to provide input for the budget process. The highest priority projects will be recommended for the 2003/2004 budget. Staff will refine the draft list to include cost estimates and project prioritization for the August meeting. REPORTS. Platte River Power Authority (PRPA). The auditing firm of Ernst & Young was chosen to provide auditing services for the next three years. John Wittemeyer/PRPA General Council retired in June. Due to outages at several generation units on June 2401, including Rawhide and Craig, during a significant peak system load, PRPA had to purchase approximately 400 MW to supply the municipal loads. All generation units are back on line. PRPA will hold their August 2gth board meeting in Estes Park. A tour of the hydro plant will be conducted following the meeting. Financial Report. The Committee reviewed the June graphs and May income statements. RECORD OF PROCEEDINGS , Light & Power Committee - July 11, 2002 - Page 2 Fall River Hydro Plant. Assistant Director Mangelsen announced the grand opening of the Fall River Hydro Plant on July 15*. Areas discussed include bridge lights, electrical upgrades, re-v,getation efforts, signage, and grand opening preparations and events. Project Updates: (1) the Big Thompson Rebuild Project is nearing completion; (2) work began on the Baldpate to Big Owl Rd. Project; (3) the utility installation for Phase I of the Good Samaritan Project has been completed; (4) the Rocky Mountain National Park right-of-way permit has been signed and staff is clirrently preparing the tree trimming schedule; (5) the Mayor formally requested Charter Communications extend service to the Uplands; Charter indicated that project design for the extension is underway and a portion of the project will be completed this year; (6) three additional demonstration light fixtures were delivered: one was taken from Bond Park to the hydro plant, additiorial 10' poles have been ordered, and the Street Light Committee will make a recommendation once all the survey results have been reviewed. Meeting held in the Municipal Building in said Town of Estes Park on the 18~h day of July 2002. Committee: Chairman Barker, Trustees Doylen and Gillette Attending: All Also Attending: Town Administrator Widmer, Public Works Director Linnane, Town Attorney White, Construction Manager Sievers, Deputy Clerk van Deutekom Absent: None Chairman Barker called the meeting to order at 8:02 a.m. HOSPITAUPROSPECT AVE. ROAD CONNECTION PROJECT - CONTINUED FROM JUNE 18 TH MEETING. Director Linnane explained that the road connection project request was continued from the June 18th meeting to allow Hospital staff and citizens to reach a consensus prior to consideration by the Town. Roxann Hause/Estes Park Medical Center (EPMC) Administrator officially withdrew the Hospital's request for construction of a roadway on the north end of their property, noting that there are still unresolved issues that may require further discussion. Issues to be addressed in the future include: breakaway barriers, signage, and traffic concerns. Audience comments were heard from Steve Miller/167 Stanley Cir. Dr. #A and Brenda Reins/165 Stanley Cir. The consensus of the Committee was to accept the Hospital's request to withdraw the roadway connection project for consideration by the Town and encouraged citizens to continue discussions with the Hospital to resolve issues identified above. FALL RIVER TRAIL. PHASE 1 - REQUEST TO BID. Director Linnane reported that the Committee granted approval to proceed with the design of Phase I of the Fall River Trail at the May meeting. The design will be completed by the second week of August and staff is requesting approval to bid the project following completion of the design. Prior to bidding the project, staff and Cornerstone Engineering will present the final design to the Willows Condominium Association to allow them to address their concerns. Construction is tentatively scheduled to begin in September and be completed in December. The Budget includes $295,000 for this project. The Committee recommends approval to bid Phase I of the Fall River Trail. WATER DEPT. 2002 LOOP PROJECT - REQUEST TO BID. Director Linnane requested approval to proceed with the bid process for the 2002 Loop Project to include the following: 1. Evergreen Interconnect (Priority #2 List) 2. East Wonderview Interconnect (this project will complete the Priority #1 List). 3. Country Club Interconnect (Priority #2 List) The Committee recommends approval to bid the project. RECORD OF PROCEEDINGS , Public Works Committee - July 18, 2002 - Page 2 REPORTS. Estes Valley Water Supply. Director Linnane and Attorney White briefed the Committee on the water supply in the Estes valley ahd addressed concerns expressed at the July gth Town Board meeting. Attorney White explained that the ·Town's water system differs from systems along the Front Range for the following reasons: 1) only 6.5% of total water consumption is used for lawn irrigation (compared to 80% by other communities), and 2) because of the Town's closed basin, location at the top of the system, and augmentation plan, the town has the ability to utilize its Windy Gap water to augment stream diversions at a rate of 10-1 (i.e., the Town replaces 1 acre foot for every 10 acre feet diverted out of the stream). Even though the water levels are at historic lows and other communities are experiencing extreme water conditions, the Town's water system does not operate the same and Director Linnane and Attorney White noted that the Town has adequate water to meet the needs of its community and conservation efforts are not required at this time, but staff encourages voluntary conservation efforts. Other areas addressed include: consumption limitations during continued drought conditions, physical constraints at Glacier Creek, and the need for public education regarding the condition of the Town's water supply. Stan Gengler/Estes Valley Recreation & Park District (EVRPD) updated the Committee on the District's water situation. EVRPD owns 250-acre units of water and is currently at 70% of their allocation. They have reduced their water usage by approximately one- third of normal consumption nightly. Mr. Gengler expressed concern regarding the continued drought and projections for next year. Big Horn Dr. Project. Construction Manager Sievers explained that the Estes Park Sanitation District, private developer, and the Town joined together for this project to replace 400-500 feet of sewer line and decades of asphalt from Spruce Dr. to the top of the "S" curve on Big Horn Dr. Funds were pooled to allow all entities to achieve a reconstructed road (with enhanced visibility) and improved sewer service in the area. Director Linnane commended staff for their efforts and noted the financial benefits of such projects. Und6r 24-6-402(4)(e), C.R.S., determining .positions relative to matters' that may be subject to negotiations, it was moved and seconded (Doylen/Gillette) the Committee go into Executive Session to discuss said item listed above, and it passed unanimously. Whereupon Chairman Barker adjourned the regular meeting to Executive Session at 8:55 a.m. Chairman Barker reconvened the meeting at 9:28 , Water Tap Fee Update.' Director Linnane reported that the current water tap fee is $4,000 and has not been increased in fifteen years. Staff is requesting to solicit,the services of Black & Vetch to study the Town's water tap fe6 to determine if the current fee sufficiently covers water acquisitibn costs. The Committee recommends approval to request a Scope of Services from Black & Vetch for a Water Rights Tap Fee Study. Upon completion, the Scope of Servifes will be presented to the Committee for approval. The next order of business will be the public hearing on the application of Great Divide Restaurant Corp., dba HUNTERS CHOP HOUSE, for a New Hotel & Restaurant Liquor License located at 1690 Big Thompsoh Ave. At this hearing, the Board of Trustees shall consider the facts and evidence determined as a result of its investigation, as well as any other facts, the reasonable requirements of the neighborhood for the type of license for which application has been made, the desires of the adult inhabitants, the number, type and availability of liquor outlets located in or near the neighborhood under consideration, and any other pertinent matters affecting the qualifications of the applicant for the conduct of the type of business proposed. 2. As an enclave, the property can be annexed to the Town of Estes Park by ordinance without the property owner requesting or agreeing to the annexation. The Town Board has requested that all enclaves eligible·for annexation within the Town be considered for annexation. Annexation Plats have been prepared to annex all remaining eligible enclaves, and notice to all affected property owners was sent in the first week of June. The Community Development office has received several contacts from affected owners who had questions, but none voiced any strong objections. The annexation of these enclaves will provide for more efficient and orderly delivery of public services, including police protection. Budget: Budget impacts will be minimal, and are expected to be offset by associated property tax collection.
