Minutes of a Joint Study Session meeting of the ESTES PARK TOWN
BOARD and LARX&0ER COUNTY COMMISSION of the Town of Estes
Park' Lahnner County, Colorado. Meeting held virtually in said Town of
Estes Park on the 26th day of September, 2023.

Mayor Koenig called the meeting to order at 4:30 p.m. and introduced all attendees.
VISIT ESTESPARK OPERATING PLAN.
CEO Franker presented the 2O24Visit Estes Park Operating Plan and highlighted the
2023 efforts of VEP, the mioeion, vision and values of VEP, 2024 organizational
phohbmo and goa|o, visitor targeting and geographic focus, key performance indioatora,
and brand attributes of: austainabi|hy, education, indusivity & aooeooibi|dy, being
community oriented, and data and technology driven. The Board and Commissioners
discussed targeting Larimer County residents to visit the Town during times with |oae
viohation, the focus on uuotainobi|ity, metrics for community engagemont, and
community and business interest in increasing visitation during slower visitation times.
Visit Estes Park would present the 2024 Operating Plan for approval at a future meeting
ofthe respective boards.
PROPOSED GEFUNDING PLAN.
Deputy Town Administrator Damweber and Manager Bangs presented the proposed
2024 Annual VVoddbme and Childcare Funding Plan for Lodging UE Funds. They
highlighted the approval timeline of the p|an, progress of efforts for the first year of
funding. 2023funding allocation and distribution between childcare and housing. 2024
childcare plan providing funding for: tuition aaoistanoe, workforce chaUongos, out -of -
school pmgrmmming, facilities and capital projects, 2024 workforce housing plan
providing funding for property acquisition renome, predews|opment deed restriction
purchase pmgnom, cash buyer pmQrem, nynto| uuoistanoo, and staffing & capacity
building at the Estes Park Housing Authority.
The Board and Commissioners discussed future evaluation and adjustments to the
childcare funding, allowing for flexibility within the budget guido|ines, engaging with
Front Range Community College regarding their early childhood education programs,
integrating 8E resources with State pmgnome, working with other entities regarding
mmrNbn:o housing strategies, limited land options within the Estes VuUey, providing
regular detailed reports to the Trustees and Comminoionero, adjusting eligibility for
childcare funding, and consideration of County land requirements for land acquired
outside ofTown limits.
