Town Board Direction Requested: This is a requested update on the map adoption process and status. No other direction is needed by staff. Present Situation: A purpose of the Colorado Hazard Mapping Project (CHAMP) is to provide the framework for updating the FIRMs. In 2021, FEMA submitted the CHAMP mapping products that initiated the updated FIRM adoption process. The Town has fulfilled its responsibilities for the process and several of the adoption steps have been completed; however, complexities have led to delays in finalizing the maps. Proposal: The Town expects FEMA to issue the Letter of Final Determination potentially by the end of 2023. The Town will have six months to approve an ordinance adopting the new FIRMs. Advantages: Understanding the steps and status of the FEMA map adoption process will help staff and elected officials communicate effectively with the public about the multi-year project. Disadvantages: Delineation of flood plain boundaries can be a limiting consideration for some land use proposals; however, knowledge of the FIRMs is valuable for protecting public health and safety. Finance/Resource Impact: None to the Town. Optional flood insurance rates are influenced by the FIRM data. All three appeals were acknowledged as received within the Appeal Period by the Floodplain Mapping Coordinator at the Colorado Water Conservation Board (CWCB). Public Works 90-Day Appeal Period: FEMA chose #1 for an appeal discussion.
