RE: FEMA Flood Map Update
Purpose of Study Session Item:
Inform the Town Board about the current status of the Town’s Flood Insurance Rate Maps
(FIRMs).
Town Board Direction Requested:
This is a requested update on the map adoption process and status. No other direction is
needed by staff.
Present Situation:
A purpose of the Colorado Hazard Mapping Project (CHAMP) is to provide the framework
for updating the FIRMs. In 2021, FEMA submitted the CHAMP mapping products that
initiated the updated FIRM adoption process. The Town has fulfilled its responsibilities for
the process and several of the adoption steps have been completed; however,
complexities have led to delays in finalizing the maps.
Proposal:
The Town expects FEMA to issue the Letter of Final Determination potentially by the end
of 2023. The Town will have six months to approve an ordinance adopting the new FIRMs.
Advantages:
Understanding the steps and status of the FEMA map adoption process will help staff and
elected officials communicate effectively with the public about the multi-year project.
Disadvantages:
Delineation of flood plain boundaries can be a limiting consideration for some land use
proposals; however, knowledge of the FIRMs is valuable for protecting public health and
safety.
Finance/Resource Impact:
None to the Town. Optional flood insurance rates are influenced by the FIRM data.

18.04.040 - Basis for establishing the Special Flood Hazard Area.
The Special Flood Hazard Areas are identified by the scientific and engineering report entitled "Flood Insurance Study for
Larimer County and Incorporated Areas" (Flood Insurance Study, or FIS) dated January 15, 2021, including its
accompanying Flood Insurance Rate Maps (FIRMs) and any revisions thereto. These Special Flood Hazard Areas
identified by the Flood Insurance Study and attendant mapping are the minimum area of applicability of this Chapter and
will be supplemented by the study entitled "Colorado Hazard Mapping Program, Hydraulic Analysis — Volume 2,
Technical Support Data Notebook for the Big Thompson Watershed (HUC-8 10190006)" ("Big Thompson Watershed
Technical Support Data Notebook"), dated March 23, 2018, including its Summary Addendum, wherever it is more
restrictive than the Flood Insurance Study.

90-Day Appeal Period:
Three appeals were submitted on behalf of interested parties who are owners of real property in the community
who believe their property rights will be adversely affected by the proposed flood hazard determinations.
#1 – “Objection to Proposed 2022 Estes Park Flood Regulation” (August 2022);
#2 – “Appeal to the current Floodplain Mapping for Lot 2 of Stone Bridge Subdivision” (August 15, 2022);
#3 – “Public Comment, Appeal, and Request to Revise Inaccurate or Inadvertent Inclusions within the
Proposed Downtown Estes Park Flood Hazard Determinations and Mapping” (August 12, 2022).
All three appeals were acknowledged as received within the Appeal Period by the Floodplain
Mapping Coordinator at the Colorado Water Conservation Board (CWCB).
