ADJOURN Page 1 Utilities Department Report To: Public Safety/Utilities/Public Works Committee (PUP Committee) From: Reuben Bergsten, Interim Utilities Director Date: 14 July 2011 RE: Water Conservation Plan Update Background: Earlier this year the Town received a Colorado Water Conservation Board (CWCB) grant of $34,075 for the development of an approved water conservation plan (February 2011 PUP Committee). In order to be "approved" our plan must comply with the Water Conservation Act of 2004 and adhere to the "WATER CONSERVATION PLAN DEVELOPMENT GUIDANCE DOCUMENT". At this time we have progressed through approximately 50% of the work outlined in the guidance document. A draft conservation plan is expected to be completed by September at which time public comment will be opened for sixty days. Last February it was reported this plan was required by Northern Colorado Conservancy District (NCWCD) as part of their Environmental Impact Statement (EIS) to the US Department of Interior, Bureau of Reclamation. Upon further review there is no requirement from (NCWCD) to have an approved conservation plan. The EIS is required as part of the Windy Gap firming project. Because the Town is not a participant of the Windy Gap firming project their requirement to have an approved conservation plan does not apply to Estes Park. Although this conservation plan is not required by the state or NCWCD the state does encourage the development of conservation plans and has provided the grant to support us. Having completed 50% of the efforts and expended $10,000 of the grant's funds, it is in our best long term and short term financial interest to complete the conservation plan. Zurn, PE, CFPM, Public Works Director Date: July 14, 2011 RE: Acceptance of Prospect Avenue By-Pass Improvements Background: In the spring of 2010, the concrete work completed by LaFarge was determined to be out of compliance with the specifications outlined in the Prospect Avenue Bypass Improvements contract. Staff negotiated a settlement with LaFarge which included defined areas of replacement to satisfy the requirements of the contract. Approximately 1,100 square yards were removed and replaced in May of 2011. LaFarge North America, Inc. has completed final improvements of the Prospect Avenue By-Pass Project. A final site walkthrough was conducted by Public Works on June 28th. The final item to be completed by LaFarge is reseeding of all areas disturbed by the contractor during construction of the project. LaFarge has agreed to complete this item. Staff recommends final acceptance of the project after seeding is completed. Recommendation: I move to recommend/not recommend accepting the Prospect Avenue By-Pass Project as complete to the Town Board, to be included on the July 26, 2011 Town Board Consent Agenda. ENGINEERING Report To: PUP Committee From: Scott A. Zurn, PE, CFPM, Public Works Director Date: July 14, 2011 RE: Pedestrian Crossings and Phasing of Signals Background: In March of 2010, the Colorado Department of Transportation (CDOT) conducted a $250,000 upgrade of the intersection at Moraine and Elkhorn Avenues. This upgrade included new conduits throughout to establish flexibility in timing and phasing of intersection signaling – traffic and pedestrian. The intersection upgrades also included new computer and controller installations, microwave detection devices, and a lighted “no right turn” arrow on eastbound Elkhorn Avenue. The controller upgrade also gave flexibility to install multiple phasing programs, instead of the dual, summer/winter, timing pattern of the previous controller. CDOT’s traffic engineering consultant has been monitoring and programming various progression timings throughout Estes Park’s signals to optimize traffic flow since the project has been completed. The modifications resulting from this investment by CDOT and the removal of the all- ped phase at the Elkhorn/Moraine intersection has added more than 15% capacity to the phasing of the entire system. CDOT will continue to monitor the traffic progression and is dedicated to working with the Town of Estes Park on an ongoing basis to reach optimum pedestrian and vehicular traffic circulation.
