Minutes of a JOINT Comprehensive Plan Advisory Committee meeting of the
Town of Estes Park. Meeting held Virtually in said Town of Estes Park on
June 23, 2022.
Committee: Chair Matthew Heiser, Vice-Chair Bob Leavitt, Members
David Bangs, Charles Cooper, Eric Blackhurst, John
Schnipkoweit, Frank Theis, Karen Thompson, Rose Truman,
David Wolf, David Shirk, Matt Comstock
Also Attending: Community Development Director
Jessica Garner, Recording Secretary Karin Swanlund,
Trustee Barbara McAlpine, Consultant Miriam McGilvray,
Commissioner Jody Shadduck-McNally, Drew Webb, Rex
Poggenpohl, Matt Lafferty, Mike Kennedy
Absent: Members Schnipkoweit, Truman, Comstock
Chair Heiser called the meeting to order at 9:00 a.m.
APPROVAL OF MINUTES from June 9, 2022
The motion passed with a visual thumbs-up vote.

Miriam McGilvray stated that the process is on track per the planned timeline.
This meeting was to review the draft vision statement and guiding principles. All
components were discussed and refined.
Consultant Alex Norton discussed the goals for new housing opportunities.
Director Garner stated that the Strategic Plan and the Housing Needs Assessment are
coordinating with the Comp Plan.
The question was raised if emergency response should be part of the Plan, and if so,-
what section - natural environment or health and social?
Participants were asked to send their comments/suggestions/revisions/rewording to
Director Garner or Director Ellis.
OTHER:
The July 14 meeting will be another joint meeting with EVPAC.
July 12 will be a joint meeting with the Town Board and the Estes Park Planning
Commission, with Logan Simpson giving an update on the Comp Plan.
There being no further business, Chair Heiser adjourned the meeting at 10:55 a.m.
