Regardless of the LED indicators the voting selection is as follows in the image below: \ Press the “Speak”button to engage the microphone MUTE -If the indicator lights are off the microphone is muted SPEAK —Green indicator lights show the microphone is engaged on both the device and the microphone neck QUEUE —Red blinking indicator lights show the unit is behind the initial device in queue and will turn solid red when the device is the next person with the ability to speak QUEUE+—Solid red indicator lights show the microphone is muted and this unit is in queue and will automatically turn blinking red when the device is the next person in queue YES =Left Button with Green LED ABSTAIN =Middle Button with Blue LED NO =Right Button with Red LED 3 4 Memo To: Estes Park Planning Commission Through: Jessica Garner, Community Development Director From: Ayres Associates Date: June 16, 2022 RE: Proposed Code Amendment related to the inclusion of “Missing Middle” housing types in the Estes Park Zoning Code Planning Commission Objective: The Community Development Department is seeking to create opportunities for affordable housing in Estes Park. Specifically, staff is interested in reviewing the code to identify areas for inclusion of “Missing Middle” housing types for infill development and for new development projects. This memorandum provides an overview of the proposed Planning Commission workshop. Background Last Fall, staff presented information on Missing Middle housing types as one of many potential solutions to Estes Park’s housing issue. The Planning Commission provided direction to begin a process to review the existing code for opportunities with the intention of bring a code amendment forward for formal consideration. Ayres Associates is working with code experts Multi.Studo (formerly Gould Evans) to complete the research develop the code amendment and to provide additional community engagement as needed Planning Workshop: Over the past few months our team has begun to review the current building inventory to better understand the context and opportunity to add Missing Middle housing in Estes Park. Of note, the use of “Form-Based” codes may not be appropriate given the lack of uniformity in the neighborhood, the local topography, and the building patterns. As a result, Multi.Studio is contemplating other approaches to ensure medium density housing can be built seamlessly within existing neighborhoods and in new construction. At the workshop, Ayres and Multi.Studio will Gould Evans, the consulting team will identify any local issues, assess the current code and context, to identify barriers. They will also document best practices and draft code modifications to incorporate into the current code structure. The discussion will include a brief review why medium density housing is important and how could impact Estes Park. COMMUNITY DEVELOPMENT 5 Specifically, the workshop will cover the following: 1. Overview of the goals and objectives to identify code philosophy and sentiment of the Planning Commission. 2. A brief review of the existing code to understand the context and opportunities. a. Estes has roughly eight different zoning districts with a bias towards large lot residential. b. Existing code requirements concerning open space and slope formulas and how this impacts housing. c. Review of non-standard lots, topography issues, watershed issues, parking, landscaping issues, and other items that impact design and character. 3. Review of methods to add density within the context of the existing code that reflects the current code challenges with a focus on short and long-term solutions. This will also include discussions on code requirements for different building types. 4. Review of different building typologies and how they could fit within a proposed code amendment. 5. Discission of next steps. Upon completion of the workshop, Multi.Studio will review the comments from staff and the Planning Commission to develop a draft code amendment for review and consideration. Timeline/Next Steps Staff are planning to ensure the work is consistent with the ongoing Comprehensive Plan and the Housing Assessment process. We would expect to have a code amendment for review by the August meeting with formal consideration and public engagement to occur in the early fall. 6
