Minutes of a Regular meeting of the Parks Advisory Board of the Town of Estes Park,
Larimer County, Colorado. Meeting held in the Executive Board Room of the Estes Park
Events Center, in said Town of Estes Park on the 16th day of December, 2016.

Chair Lebeau called the meeting to order at 11:08 a.m.
GENERAL BUSINESS
It was moved and seconded (Papineau/Boles) to approve the November meeting
minutes with corrections and the motion passed unanimously.
Papineau asked about refurbishing the Christmas scenes that are located outside Town
Hall. Light & Power Division Supervisor, Joe Lockhart, explained that many of them
have been refurbished, but with the old look. There are thoughts of having them
repainted for a cleaner, newer look with the old style in the future.
MOUNTAIN FESTIVAL UPDATE
Member Bangs stated that the Mountain Festival will definitely be a two-day event with
the student-centered day taking place Friday, April 28, 2017 and the family-centered
day taking place on Saturday, April 29, 2017. Donations have been received for three

bands. All plans are coming together and contracts with the concessionaires are being
finalized.
UTILITY BOX WRAPPING
Member Boles presented a video outlining the versatility of utility box art, whether it be
painted or wrapped. She also provided all members a sample of a Request for Proposal
and Request for Qualifications which originated in Fort Collins, Colorado.
Member Boles discussed the pros and cons of both methods of utility box art . Also
discussed was the method of approval for submittals and the associated maintenance
of each piece. A significant item to note is that the Estes Park Light & Power Division
will be donating $10,000 to this initiative for 2017! All artists would be required to obtain
their own liability insurance and/or sign a waiver prior to any work being approved.
The initial utility box art submission would be taken to the Town Board at which time the
question would be asked about future submissions and whether or not the Town Board
would like to see all submissions moving forward.
PARKS DIVISION UPDATE:
Centennial Project: The Centennial Committee is acquiring enough funding to
make all recommended changes to the Knoll Willow (Centennial Open Space) for
the Centennial and welcomes any recommendations on needed
updates/changes to the Centennial Open Space. Member Papineau suggested
removal of the fence be added to the list of changes. Parks Supervisor Berg to
bring additional Centennial information to the next PAB.
Tunnel Lights Project: A disco light has been installed in the Riverwalk Tunnel
with an ability for additional lights to be installed at a later date if desired. To be
left on during the day and the safety lights will kick on at night. Berg also
requested from the contractor that the ability to connect to a speaker for music.
He requested the PAB go view the lighting and provide input at the next meeting.
Bond Park: Mass of rocks at Bond Park – seeking approval of the PAB to move
the historically significant rocks and convert them to a planting bed at the Town
of Estes Park Museum.
OTHER BUSINESS
Town Board Liaison, Patrick Martchink, after speaking with Jill Lancaster, Director at the
Estes Park Nonprofit Resource Center, proposed having a standing invitation for youth

to come to the PAB as a ‘student liaison’ allowing youth in the art selection for parks.
The first year would be a pilot program. Liaison Martchink would mentor ‘student liaison’
and provide leadership. There was a motion to approve this proposal by Member Boles
and was seconded by Member Bangs. There was a unanimous vote in favor of having a
student liaison on the PAB.
With no other business to discuss, Chair Lebeau adjourned the meeting at 12:14 p.m.

RE: Concrete Ping Pong Tables: Location
Objective:
To solicit feedback from the Parks Advisory Board on the concept of outdoor concrete
ping pong tables and obtain a prioritization of staff-identified locations for these tables.
Present Situation:
Town staff is exploring the option of installing concrete outdoor ping pong tables in one
or more open spaces throughout Town for the benefit of residents and guests. Though
there are currently no funds budgeted for the acquisition of these tables, staff is hopeful
that fundraising efforts will generate the necessary funding (the estimated cost of a
single table is between $5,000 and $6,000).
Considerations in Selecting Proposed Locations:
Staff considered the following in developing the locations proposed below:
Proximity to a location to check out ping pong paddles and balls;
Available shelter from wind;
Open space available;
Suitability for ping pong play; and
Proximity of pedestrian traffic.
Proposed Locations:
Open space East of Visitor Center (One Table)
Open space West of Visitor Center (Two Tables)
Open space East of Kind Coffee and North of existing tables and chairs (One
Table)
Advantages:
Provides a new amenity for Town-owned public spaces
Disadvantages:
Fills in existing open space

Takes up space that could host other amenities
Budget:
Staff estimates the cost of each ping pong table to be between $5,000 and $6,000. No
funds are budgeted for this expense, and the tables would only be purchased and
installed if fundraising efforts covered the cost (or if funds are budgeted in future years).

RE: Art in Public Places: Sidewalk Chalk
Objective:
To obtain a recommendation from the Parks Advisory Board for the proposed
amendment to the Town Municipal Code allowing non-permanent signs, symbols, or
marks to be applied to public sidewalks.
Present Situation:
It is a violation of the Town’s Municipal Code for anyone to “…place upon, apply to,
embed in or impress in any sidewalk…any sign, symbol, mark or object” (Town of Estes
Park Municipal Code 12.20.070). This provision effectively eliminates any opportunity
for non-permanent art on sidewalks in Town limits. Non-permanent sidewalk art (like
chalk art) has been successful in numerous communities, including Greeley and
Loveland.
Proposal:
Recognizing a new potential medium for temporary public art, staff has drafted a
change to the Municipal Code that would allow non-permanent signs, symbols, or marks
to be applied to any public sidewalk. Any proposed works would fall under the purview
of the Art in Public Places program and would be subject to a recommendation from the
Parks Advisory Board and approval from the Town Board. Staff has developed a draft
“Temporary Sidewalk Art Application” that provides some ideas about what the Parks
Advisory Board may want to consider in reviewing a proposal for temporary sidewalk art
and developing a recommendation for the Town Board.
Temporary sidewalk art has been successful in many different forms throughout the
country. Sidewalk chalk art contests have been hosted by municipalities or nonprofits
and some individual artists have taken it upon themselves to enhance the experience of
their community through unique works of temporary sidewalk art. The proposed code
change would enable this type of artistic expression in Estes Park.
Advantages:
Provides a new medium for public art

Disadvantages:
The addition of this medium to the available space for public art could add to the
Parks Advisory Board’s workload.
The installation of a temporary work of art on a sidewalk may create pedestrian
traffic problems. Staff suggests that this potential problem could be addressed
through time of installation stipulations on any temporary sidewalk art project.
Budget:
This Municipal Code change would not have a direct impact on the Town’s budget.

Budget: Minimum of $1000 per artist
The Parks Advisory Board, which oversees the Arts in Public Places program, is seeking artists
or teams of artists to participate in the painting of Town owned utility boxes/ transformer cabi-
nets. Location of the box to be painted will be determined by the PAB and Estes Park Light and
Power, but are ubiquitous throughout the Town of Estes Park. Painted boxes are intended to
beautify and bring utility boxes from boring to eye-catching works of art. In addition the PAB
will also accept digital works ranging from photography to graphic design. The PAB will select
multiple artists (up to 5 per RFQ) based on their qualifications and application materials. Trans-
former cabinets will be prepared, primed and, after painting is complete, approved paintings will
be coated with an anti-graffiti coating by the Town of Estes Park.

Project:
The Parks Advisory Board of Estes Park, Colorado, is seeking artist qualifications in a competi-
tion for artist created designs which will be displayed on Town owned electric boxes, also known
as transformer cabinets. The goal of this project is to beautify the Town using necessary boxes to
become works of art instead of solid utilitarian blocks of color. Designs should be original to the
artist or of the artist’s original style, designs should be busy, and designs should be picture based,
not word based. Any wording in the design should not be the focal point of the design and letters
should not be any larger than two inches in height. Designs must be appropriate for all ages and
the Town will not accept any designs that include logos, copyrighted or trademarked images, ad-
vertisements, political, commercial, religious, sexual symbols, themes or messages. Transformer
cabinets are functioning pieces of equipment and should be treated as such. Designs and color
schemes should not interfere with signage on the box, the ability to open the box, or interfere
with any function of the transformer cabinet itself. Anything else here? Location and selection of

RB-This was something I saw on the FC doc. My inter-
pretation was that if someone comes in and says,
“look, my watch says is 4:59.” Then you get in a sticky
situation. I’m considering the meaning to be the clocks
in the office. If we only allow artists from EP then MST
may be implied…yet it doesn’t hurt to be as specific as
possible.

Power. Utility boxes will be prepped, sealed, and maintained by the Town of Estes Park.
Eligibility:
Eligible designs will come from artists living 6 months, or more, of the year in the Estes Park
Light and Power service area. A proof of address or utility bill check may be done at any time to
determine eligibility. (Town employees are not eligible? Parks Advisory Board members are not
eligible? Is anyone that could be eligible not eligible?)
Compensation:
Artist will be compensated no less than $1000 for their completed work as defined in the ap-
proved design proposal. The total square footage of the surface area to be painted will determine
the total amount the artist will be compensated. The artist will provide their own paint and sup-
plies to complete their design. Types of paint should be of professional grade.
Selection Process:
A selection committee will be made up of Parks Advisory Board members, Estes Park Light and
Power employee(s), and Estes Arts District member(s). Anyone on the selection committee who
feels they may have a conflict of interests may recuse themselves from the committee at any
time. The committee will review the resumé and qualifications of the artist (whether they con-
sider themselves to be professional or not) and reserves the right to reject any or all applications
as they see fit.
If an artist is selected they will then work with the Project Management Team of the Parks Advi-
sory Board to create a detailed design proposal(s), budget, and timeline of work. If the design
proposal is approved by the Project Management Team and the Town of Estes Park Board of
Trustees, the artist will be awarded a contract for a minimum of $1000.
Selection Criteria:
1. The artist’s/team’s ability to execute and dependably create their work as demonstrated by
their resumé and letter of intent.
2. Quality of the artist’s/team’s previous work as demonstrated through digital images and refer-
ences.
3. The artist’s/team’s availability to complete the project on time.
Contract:
When final selection of the artist/team and their design is made and approval is given by all in-
volved parties, a contract will be signed between the artist/team and the Town of Estes Park. All
finished work shall be faithful to the approved design, concepts, drawings, and budget as ap-
proved by the Park Advisory Board and the Town of Estes Park Board of Trustees. Progress re-
ports and payments will be made as contracted, with final payment made upon completion and
acceptance by the Town of Estes Park. Artists/teams shall furnish their own liability insurance as
they will be work on transformer cabinets that are fully functioning pieces of equipment which
produce electricity.

history. I’m assuming their bills would dip if they are out
of Town or higher if in Town. References may help us
on this too.

RB- I will email Liz Good again in FC, she mentioned
she had a list of paints they have found do not work as
well, but also noted in our tour that they prefer outdoor
house paint…Terry is going to have a fit over this one.

1. Current resumé of no more than two (2) pages outlining your accomplishments as an artist.
2. A one page letter of intent. You may include why you would like to participate in this project,
what skill set you have that make you a good choice, if you have participated in a project like
this before, or any other reason you deem pertinent to the selection committee.
3. Names and phone numbers of two (2) professional references and your relationship to them.
4. The name on the utility bill, address, and proof of residency in the Town of Estes Park Light
and Power distribution area. Proof of residency may be a piece of mail from the Town of Estes
Park, a letter from a local bank you use with your name attached to the account, or another bill
that is sent to your home address.
5. Please include, by email separately or by PC compatible burned CD, no more than five (5) im-
ages of previously completed and relevant work. Please include their name, media used, di-
mension, and date of work. Images should be no larger than 1.5 MB per image, files should
open in proper orientation, and should be example of the artist’s/team’s preferred medium.
6. Please include a milky way candy bar.
7. Page 4 of this application signed and dated by the artist or team of artists applying.
Do not include proposals for utility box painting or illustrations you would use for the util-
ity box project at this time. Submissions must be complete or they will not be reviewed.
Any lost or damaged materials the artist or team submits will not be the responsibility of
the Parks Advisory Board or the Town of Estes Park.

RB- Yeah! My thought was coming from those stories
of performer agreements that ask for not brown mm’s
which is really to ensure the people setting up the
stage read the entire agreement.
