Meeting held in the Executive Board Room of the Estes Park Events Center, in said Town of Estes Park on the 18th day of November, 2016. Present: Celine Lebeau Carlie Bangs Vicki Papineau Ronna Boles Dewain Lockwood Merle Moore Also Present: Patrick Martchink, Trustee Liaison Greg Muhonen, Director of Public Works Megan Van Hoozer, Public Works Administrative Assistant Brian Berg, Parks Division Supervisor Cydney Springer, District Chair - Estes Arts District Absent: Terry Rustin Kevin McEachern, Operations Manager Chair Lebeau called the meeting to order at 11:10 a.m. ARTS DISTRICT UPDATE Cydney Springer will be the PAB’s new Art District representative and will be replacing Lars Sage, in this forum, due to his upcoming retirement. Cydney is also on the Downtown Plan Steering Committee. Cydney walked downtown with Winters & Company earlier in the week and discussed the role of art in the Downtown Vision. Further discussions will take place November 28, 2016. GENERAL BUSINESS It was moved and seconded (Lockwood/Boles) to approve the October meeting minutes with corrections and the motion passed unanimously. Megan Van Hoozer will send completed plant list to Chair Lebeau and Co-Chair Moore. Tree ordinance work will be taking place in the near future and these ordinances need to start being presented to the Town Board. Parks Advisory Board – November 18th, 2016 – Page 2 Megan Van Hoozer will also provide the PAB information surrounding the member application/recruiting process for those terms ending before the end of the year. Chair Lebeau’s term will be ending December 11, 2016 and Member Boles’ term will end December 31, 2016. These board positions will be advertised through the Town of Estes Park website as well as the Estes Park Trail-Gazette. MOUNTAIN FESTIVAL UPDATE Member Bangs stated that the non-profit organization in mind for Saturday, April 29, 2017, has not yet committed to the festival. There will be another meeting taking place this afternoon, November 18, 2016, for further discussions. Due to the Mountain Festival being combined with the Centennial Celebration, Brian Berg (member of the Centennial Committee) stated that the Town of Estes Park Events Center staff will potentially help support the festival due to it being much larger and higher profile than usual. Friday, April 28, 2017, will have the same youth activities as in prior years. Once all planning/scheduling is lined out for the festival, marketing will take place. Chair Lebeau expressed a desire to participate in Centennial Committee meetings. Likewise, Alicia Rochembeau, Chair of the Centennial Committee, would like to attend the Mountain Festival meetings for coordination purposes. AIPP POLICY REVIEW: Chair Lebeau reviewed the Arts In Public Places (AIPP) policy with the group. There was a motion to accept policy as it currently stands which was seconded (Lockwood/Bangs). This policy will be reviewed again at the November, 2017 meeting. PARKS DIVISION UPDATE:  Centennial Project: Sales of Centennial logo branded items will begin soon. The money raised will go toward enhancing the Knoll-Willows property which entails: o Work on new trails; o Closing off trails that were user-created; o Adding benches in various locations; o Work on the parking lot off Wonderview; o Possible landscape on MacGregor-facing wall; Parks Advisory Board – November 18th, 2016 – Page 3 o Looking at grants to expand deck of ruins, signage, map kiosk, etc.  Veteran’s Park – Currently meeting about potential locations – focusing on ‘major impact’ locations. Ideas include either the south or north side of the Big Thompson River at the Visitor Center. The anticipated cost of this project is $100,000 to $120,000. Prior to initiating this work, the Estes Valley Watershed Coalition will first have to complete their planned project. Brian Berg would provide regular updates.  Tunnel Tile Project: Phase 1 has been completed.  Tunnel Lights Project: Work is anticipated to take place within the next month.  Parking Garage Landscape: The Town of Estes Park – Parks Division is planning to perform most of the work on this project; however, a contractor for time- sensitive work is anticipated. Brian Berg will send the finalized plant listing (trees/shrubs) for this location to the PAB as requested. OTHER BUSINESS Co-Chair Moore suggested ‘dismount’ sidewalk markings be placed at intersections to the downtown Riverwalk endpoints to keep the pedestrians safe along the narrower route (US 36 to Riverside Dr.). The existing signs are not effective due to lack of enforcement. It is imperative to get the police department on-board with enforcement due to the dangers that significant bicycle traffic in this location can present. Brian Berg would reach out to Ft. Collins to borrow a stencil (if available) or the Town of Estes Park would create a stencil. Member Bangs expressed concern about the number of sidewalk markings that would be placed taking into account the area surroundings. The PAB agreed to eight stencils total, being individually placed at the end of each block at the street crossings. Member Boles expressed interest in championing the electric vinyl wrap/painting effort. Member Boles will contact Assistant Town Administrator, Travis Machalek, prior to moving forward. Utilizing Town Hall as a rotating art exhibit was discussed. It was determined that the Arts District would initiate the call for artists and perform all handling/selecting/changing, etc. Arts District will research the Temporary Exhibits Policy. With no other business to discuss, Chair Lebeau adjourned the meeting at 12:14 p.m.
