Procedures for quasi-judicial virtual public hearings are established through Emergency Rule 06-20 signed by Town Administrator Machalek on May 8, 2020, and outlined below. Meeting held via ZOOM in said Town of Estes Park on 25 May 2021. APPROVAL OF AGENDA: It was agreed upon to elect a Chair and Vice-Chair at a future meeting. The Bylaws have been approved and adopted by the town board. It was moved and seconded (Blackhurst/Hazelton) to approve the agenda. The motion passed 11-0. PUBLIC COMMENT. None LEGAL ASPECTS OF COMMITTEE MEMBERS AND OPERATIONS. Town Attorney Kramer reviewed the legal aspects of being on an appointed Committee, including open meetings and Sunshine laws, Open Records (CORA) and conflicts of interest. He invited all members to reach out to him directly if they have any concerns or questions. Town email addresses will be given to all Committee members. Allowing non- voting members to make a motion is a decision the Committee Chair should make. The Committee can overrule the Chair. ACTION ITEM: APPROVAL OF BYLAWS It was moved and seconded (Cooper/Blackhurst) to approve the Bylaws. The motion passed 11-0. ACTION ITEM: SETTING OF REGULAR MEETING DATES AND TIMES. Meeting times were discussed, and it was decided to initiate a Doodle Poll to decide on a time, with a preference of the 2nd and 4th Thursday of the month.
