HomeMy WebLinkAboutMINUTES Building Code Committee 1964-12-10cc RECORD OF PROCEEDINGS Building Code Committee December 10,1964 Committee:Chairman C.N.Hunter;Trustees Harry Tregent and Henry Dannels Attending:Chairman C.M.Hunter;Trustee Harry Tregent Also Attending:Building Inspector W.Ted Hackett Absent:Trustee Henry Dannels Chairman C.N.Hunter brought the Committee’s attention to the request of Charles Herzog for a rebate on the difference between the Sign Permit fee of $41.00,which was figured on the old Sign Ordinance fee schedule,and the present fee schedule.Mr.Herzog’s request is based on the following:He obtained the Sign Permit No.253 on Nay 5,1964.This permit was for an electrical sign with an area of 41 square feet.However,Mr.Herzog contends that the sign was not erected until June,1964,after the Sign Ordinance was amended.Under the new fee schedule,a fee of between $6.00 and $9.00 would have been levied as the sign’s valuation is between $1,000 and $2,000.After discussion,the Committee felt that they could not reimburse the difference. in fee as the date of the Sign Permit was the controlling factor,since the Sign Ordinance puts no time limitation on the validity of a Sign Permit. Pending Town Board approval,the Committee proposes writing a letter to Mr. Herzog,explaining the reason for their decision. Building Inspector Hackett outlined the general scope of construction proposed by Related Development,Inc.This construction will involve a 112 unit motel with a commercial complex containing three shops--restaurant,coffee shop,and Cocktail Lounge.The question was posed as to sidewalk requirements on this property adjacent to a Town street.The Committee adopted as a future policy that the Board would require the 8 foot sidewalk on property lines and all new commercial 1 zone developments unless the Building Inspector felt that the development and buildings adjacent to city streets would not justify sidewalks at time of new construction.It was further decided that sidewalks would be required on the property lines adjacent to North Lane Avenue,along Lone Pine Drive and Raven Avenue,said property being Lot 1, Block 2 of Lone Pine Acres Subdivision,this being the construction site of the proposed new motel complex.The policy regarding curbs and gutters will be discussed and determined by the Committee involved. Chairman Hunter presented to the Committee Building Inspector Hackett’s request for two weeks’vacation starting December 21,and continuing through January 2.Committee approved Building Inspector Hackett’s vacation and decided that inspections during the Building Inspector’s absence would be carried through the Committee and that any calls for inspections would be referred to Mr.Hunter. Building Inspector Hackett presented to the Committee a request of a concern to place three surplus railroad diners within the C-l zone of the Town of Estes Park to be used as a food and drink occupancy type business.The majority feeling of the Committee was that this type of operation and use was not allowable under the present ordinances of the Town of Estes Park, to wit:These railroad cars would be metal,and,therefore,could not qualify _______ WII;secondly, they fall in the category of mobile buildings,such as trailers and are not allowable.The Building Inspector was directed to make further study of this matter and report back to the next Committee meeting.
