ESTABLISHING THE ESTES PARK PLANNING COMMISSION
Section 1:
There is hereby created and established as an advisory group to aid and
assist the Tovm Council of the Tovm of Estes Park, a Commission, to be
knovm and designated as-the Estes Park Planning Commission, hereinafter
referred to as the Commission*.
Section 2;The Commission,shall be composed of twelve members, all of vmom shall
be appointed by the Mayor, with the approval of the Town Council*. For
the purpose of organization, ifour members are hereby appointed to serve
for 1 year; two for 2 years; two for 3 years; two for 4 years; and
two for 5 years*

The term of office of the members of the Commission shall corrspond to
calander yee.rs*
The members of the Commission shall serve without pay, and shall be
removable by the Town Council for cause. Any member of the Commission
who falls to attend meetings continulusly for three months without
formal leave of absence, shall be removed by the Mayor*

The Commission shall select each year, one of Its raemhers to act
as Chairman and one as Vice-Chairman- The Commission shhll also
appoint a Secretary, to perform all related duties (tiiff the Commission*
The Commission shall make such rules and regula-tlons for Its meetings
as It may see fit, not Inconsistent with the terms of this Resolution.
The Commission shall keep accounts, minutes and records of its meetings
and business transactions*
Section 5:The Commission shkll hold regular monthly meetings at the Town Hall*
Special meetings may be called by the Chairman or by the Mayor*
Seven members of the Commission shall constitute a quorum and an
affirmative vote of at least seven shall be necessary to authorize
any action of the Commission*
Section 6:
Subject to prior approval by the Town Council, all expenses of the
Commission for secretarial services, consultant services and other
necessary expenses shall be paid by the Town of Estes Park, or other
participating agencies-
Section 7:
The Coramsftlon shall in general have the following responsibilities
and duties:
!.■Develop and maintain a comprehensive and general plan for the Town,
with necessary maps, plats, charts, and descriptive materials, for the
physical Improvement and development of the Town-
Si, Review the general plan periodically and recommend desirable
amendments and additions to the plan*
3* Review and make recommendations on all decisions by other agencies
dealing with the subject matter of the comprehensive plan.
4* Review and make recommendations on all subdivision plats and other
developments which involve the extension or enlargement of the Town’s
developed area*
5* Review and make recommendations an all amendments or special
exceptions to zoning regulations which involve major land uses.

6% Prepare, make plp~ns and recommendations, regarding the capltol
Improvements, based on the comprehensive plan. Including long range
financial, plan for payment thereof*
7* Consider such long range needs as may effect the orderly and
continued economic growth of the Tovm, dealing with the promotion
of the health, safety and vrelfare of the Town*
8* Advise and consult with the Town Council on any and all matters
which the Council may refer to the Commission for recommendations*
Section 8;
The Commission shall function solely as an advisory Board to assist
the Tovm Council, and shall have no authority to Incur any Indebtedness
for or on behalf of the Town of Estes Park, or to exercise any po^^rer
or municipal function reserved by lav: to the Tovm Council-
