Home My WebLink AboutMINUTES Light and Power Committee 1986-04-030 0 RECORD OF PROCEEDINGS ILight and Power Committee April 3,1986 Committee:Chairman Graves,Trustees Brown and Laing Attending:Chairman Graves,Trustee Laing Also Attending:Trustees-Elect Barker and Habecker,Town Administrator Hill,Light and Power Director Dekker,Finance Officer Vavra,Steve Anderson,Ron Harvey,Clerk O’Connor Absent:Trustee Brown CABLE SYSTEMS,INC.-SUBSCRIBER COMPLAINT: The Committee reviewed a letter dated March 19,1986 written by Mt.Ron Harvey to Mr.Harold K.Greenleaf,President/Cable Systems,Inc.To date,Mr. Greenleaf has not responded.In Mr.Harvey’s opinion,the service has deteriorated,resulting in a “herringbone pattern”,weak signal and audible noise.Mr.Steve Anderson,Cable Systems,Inc.,stated the aforementioned concerns are widespread.Cable Systems will be investigating possible options to correct the situation;however,the mountainous terrain does hamper reception.Mr.Harvey indicated on humid days,the audible noise disappears. Following discussion,the Committee recommends Light and Power Director Dekker contact the Bureau of Reclamation requesting a test of the transmission line from Lake Estes to Marys Lake,and that Cable Systems continue to explore possible avenues to correct television reception. MARYS LAKE SUBSTATION TRANSFORMER -REVIEW OF BIDS: A total of three bid proposals were received with regard to the power transformer for the Marys Lake Substation: Base Price Evaluated Bid Price General Electric Company $164,295 $222,191 ASEA Electric $178,930 $226,103 Westinghouse Electric Corporation $209,600 $250,920 R.W.Beck and Associates,Engineers and Consultants,prepared a comparison of bid proposals and included an evaluated bid price for each bid proposed. General Electric proposed a 29—week delivery;ASEA proposed a 25—26 week delivery.All three firms listed legal exceptions to the specifications.It is anticipated flexible funding throuçih FEMA will be used for this project. The Committee recommends accepting the lowest evaluated bid proposal submitted by General Electric Company in the amount of S222,191.O0 contingent upon Town Attorney White’s review and approval of the legal exceptions to the specifications;should the exceptions not be allowed,the second lowest evaluated bid proposal submitted by ASEA Electric will be approved. LINE TRUCK -BODY AND DERRICK -REVIEW OF BIDS: Ught and Power Director Dekker submitted a bid tabulation sheet for the body and derrick for the 1986 Line Truck.The truck chassis bid of $31,000 was approved by the Committee March 7,1986.The following two firms submitted bid proposals: BASE TRADE-IN NET BIDDER PRICE ALLOWANCE PRICE Elder—Quinn McGill $59,247 $10,500 $48,747 Teague Equipment $61,470 $13,000 $48,479 A total of $96,000 was budgeted for the line truck complete.The Committee recommends accepting the low bid of $48,479 submitted by Teague Equipment. The truck chassis,body and derrick,and miscellaneous modifications total approximately $81,479 resulting in a savings of approximately $15,521. C RECORD OF PROCEEDINGS Light and Power Committee -April 3,1986 -Page two ELECTRIC RATE REVIEW -AUTHORIZATION TO PROCEED: Acting upon the Committee’s recommendation of March 7,1986,Director Dekker obtained a verbal estimate from R.W.Beck and Associates to perform an electric rate review.The estimate is $4 -5,000.A review of the Town’s electric rates was performed approximately 3 -4 years ago.Examination of the Rules and Regulations will also be performed.Should the study indicate a revision of electric rates is necessary,one hearing could be set to consider amendment to the Rules and Regulations and the electric rates.The study should be completed in approximately three months.The Committee recommends accepting R.W.Beck’s estimate of $4 -5,000 to prepare the study. REPORTS The power interruptions which occurred April 2nd were due to the Bureau of Reclamation.The outages were storm-related and occurred in Grand County which affected the Marys Lake Substation transmission line.Outages on the Allenspark line April 3rd were caused mostly by snow—laden trees hitting the power lines. The Light and Power Department has nearly completed 3-phase projects located at U.S.Highway 34 and south of Wonderview Avenue.The lines were converted from single-phase to three-phase. A meeting was held with Bill Harris/North American Hydro concerning the Olympus Dam Hydro Project.In meeting the Bureau of Reclamation’s requirements,a large percentage of the design criteria will be completed with submittal of the feasibility study.It is anticipated this project will also be funded by flexible funding through FEMA. North American Hydro is very interested in leasing the Cascade Dam Facilities. By operating the hydro plant,the Water Department would be provided with a source of water for the Fall River Water Treatment Plant.Additional information will be forthcoming. Approximately four Light and Power Department employees will be attending the “Hot Line School”held in Grand Junction. FEMA has requested an up—to—date list of proposed Capital Projects.The list includes the Marys Lake Substation,Olympus Dam Hydro Project,Service Building,3-Phase Feeder Line to the YMCA,and the Marys Lake/South Saint Vram Line. Finance Officer Vavra is in the process of reconciling 8 DSRs to complete the file for flood-related damages. The Rawhide Generating Station is off-line for approximately 3 -4 weeks for scheduled maintenance.Public Service purchases all power produced by this station. Platte River’s Bond Sale which occurred in February will realize a maximum yield of 7.74%. The recap of shut-offs during March indicated 56 calls placed,35 notes placed on the customer’s premises,and 9 accounts shut-off.
