HomeMy WebLinkAboutMINUTES Light and Power Committee 1986-03-07c 0 RECORD OF PROCEEDINGS V Light and Power Committee March 7,1986 Committee:Chairman Graves,Trustees Brown and Laing Attending:All Also Attending:Town Administrator Hill,Light and Power Director Dekker,Finance Officer Vavra,Shop Foreman Shanafelt,Steve Anderson,Clerk 0’Connor Absent:None CABLE SYSTEMS,INC.-REVISION OF EXISTING RATES: Mr.Steve Anderson,Manager/Cable Systems,Inc.,submitted a summary sheet indicating Overall Operating Expenses,Year to Date Expenses,Year to Date Income and Year to Date Losses.The overall operating expenses have been higher than anticipated due to:programming which includes scrambling;purchase of “descramblers”;vehicles;salaries;and Town construction proj ects (i.e.Tregent Park,pole replacements,etc.).An estimated loss for the current year is $162,748.22.Statutory Law allows 5%annual increases without Town of Estes Park approval.This would increase the basic service rate by 60.Cable Systems, Inc.is requesting a 8.3%rate increase,which results in the basic service rate increasing by $1.00 or $13.00/month.Should the Town approve the 8.3%rate increase,a two—year freeze would then be placed on the basic rate.The rate increase would take effect July 1,1926.The satellite stations will not be affected at this time.The local access channel is in place.At this time,no additional channels will be offered.Following discussion,the Committee recommends approval of the 8.3%rate increase,contingent upon Cable Systems,Inc.submitting a letter binding all heirs,assigns,etc.to the two—year freeze on the basic service rate. DERRICK TRUCK -REVIEW OF BIDS: Shop Foreman Shanafelt presented a bid tabulation sheet for the derrick truck chassis.A total of $96,000 was budgeted in 1986 to purchase the derrick truck.The truck body and boom will be bid separately.Comparing the qualified bidders,the Committee recommends Light and Power Director Dekker be authorized to purchase a 1986 Cab and Chassis from Rocky Mountain International Trucks for $31,000.00,exploring various options concerning trading-in the 1976 derrick truck. FINANCE OFFICE COPY MACHINE -REVIEW OF BIDS: Finance Officer Vavra submitted a bid tabulation sheet for the copy machine which will be used in the Finance Office.The following copy machines were tested:Minolta 450Z,Richo FT-5010,Cannon 270-F and Xerox 1038.Considering machine operation,quality of the copy and operating costs,the Committee recommends authorizing Finance Officer Vavra to (1)purchase the Minolta 450Z for $5,530,and (2)advertise the sale of the existing copy machine,with a minimum sale price of $600.00. CUSTOMER INQUIRY REGARDING DEMAND-METERED ELECTRIC RATE: Director Dekker advised the Committee of an inquiry made by Mrs. Carol A.Sutera regarding the demand—metered electric rate.By adding electric baseboard heat to their summer residence,the customer was placed on the demand rate.The account was previously billed under the regular residential service rate. Following discussion,the Committee recommends Director Dekker be authorized to obtain a price quotation from the Town’s rate attorney concerning examination of the current Rules and C C BRADFORD PUBLISHING CO.RECORD OF PROCEEDINGS Light and Power Committee -March 7,1986 -Page two Regulations governing electric rates,returning to the Committee for further review. AMENDMENT OF MUNICIPAL CODE,CHAPTER 14 PERTAINING TO ELECTRICAL INSPECTIONS: Director Dekker submitted a “draft”copy of an ordinance amending Chapter 14 of the Municipal Code pertaining to electrical in spections.The revisions reflect current procedure.The draft ordinance has been reviewed by Town Attorney White and a rep resentative of the State Electrical Board.Following discussion, the Committee recommends adoption of the ordinance,as presented. REPORTS: Director Dekker reported the Conservation and Renewable Energy Program”submittal documents have been completed.Platte River Power Authority,along with its four member municipalities, compiled information for the report which was submitted to the Western Area Power Administration (WAPA)on February 7th.The current Conservation and Renewable Energy program is voluntary; however,the program will revert to a mandatory submission within one year of signing the demand and energy allocation contract with WAPA.In a letter dated February 24,1986,Mr.Bill Emslie/Platte River Power Authority,expressed his appreciation to Don Engelhardt for his assistance in completing a coordinated submittal on time and in accordance with the submittal require- merits. Light arid Power Director Dekker reported Jerry Brumleve is the Town’s representative on the Energy Diversion Program sponsored by the Colorado Association of Municipal Utilities (CAMU). Two linemen are attending educational courses concerning electric line layout sponsored by CAMU. Two meter readers will be attending the 1986 Meter School being held at CSU. The American Public Power Association 1986 National Conference will be held June 16 -18 in Toronto. Board Members of the Platte River Power Authority attended a bond closing in New York March 6th.The rate of the bonds was 7½%. Acting upon the Committee’s recommendation of February 5th, Director Dekker advised a meeting was held with the Estes Valley Recreation and Park District and the National Park Service. Additional information was exchanged concerning the metering and maintenance of underground electric lines.No further action was taken at this time. The Committee reviewed a letter dated March 4,1986 submitted by Curtis G.Newman.Due to non—payment,the electricity was turned off at 2600 Wildwood Drive.The Committee recommends Mayor Dannels he authorized to notify Mr.Newman,in writing,of current policy procedure regarding non-payment of utility bills, advising of the “third party notification”option. The recap of shut-offs during February indicated 60 telephone calls placed,11 notes placed on the premises,and 7 accounts shut-off.
