HomeMy WebLinkAboutMINUTES Light and Power Committee 1986-07-030 0 RECORD OF PROCEEDINGS /Light and Power Committee July 3,1986 Committee:Chairman Laing,Trustees Brown and Habecker Attending:Chairman Laing,Trustee Habecker Also Attending:Town Administrator Hill,Light and Power Director Dekker,Finance Officer Vavra,Barry Myers,Clerk O’Connor Absent:Trustee Brown CHAMBER OF COMMERCE }EQUEST CONCERNING CHRISTMAS “LIGHTS ON” CEREMONY: Mr.Barry Myers/Chamber of Commerce,appeared before the Commit tee requesting the Christmas lights be turned on Friday,November 28,1986 for the annual “Lights On”Ceremony.The ceremony will be followed by “Santa’s Storybook Parade.”Mr.Myers reported KCNC Channel 4 and the Salvation Army have expressed interest in promoting the Christmas festivities by co-sponsoring the event. Director Dekker presented a summary sheet indicating the cost was approximately $710.00 per week for the operation of Christmas decorations.Funds were budgeted for such a purpose in 1986. Customarily,the lights are removed the first working day following New Year’s Day.Following discussion,the Committee recommends the Chamber of Commerce request be granted. In recognition of the years of hard work expended in installing the Christmas decorations,the Advertising Committee has recommended to the Chamber of Commerce that the Light and Power work crew be named the honored guests for this year’s Christmas Festival. REPORTS: Platte River Power Authority will be installing footings for the new circuit breaker and constructing the foundation for the transformer at Marys Lake Substation.The construction contract for the installation of the power transformer and switchgear should be awarded within 45 days. Due to a relay not working properly,an engineer from Westinghouse will be examining the Marys Lake Substation July 3rd. A feasibility study for the Olympus Dam Project,prepared by North American Hydro,should be submitted within 60 days. Executive Director Castleberry/Estes Valley Recreation and Park District has submitted a second request seeking electric rate relief for Hidden Valley.Director Dekker reported the District had not acknowledged receipt of the Town’s letter whereby the Town advised the firm of R.W.Beck and Associates had been retained to review the electric rates.Also included in the Town’s letter were suggestions that could possibility reduce Hidden Valley’s electric bills.Director Dekker will respond. Approximately one week ago a man lost his life at the Rawhide Plant.Upon initial investigation,negligence was not found on behalf of Platte River Power Authority. With regard to delinquent accounts,60 telephone calls were placed,17 notes were placed at the customers’residences,and 9 accounts were disconnected. 0 RECORD OF PROCEEDINGS Light and Power Committee -July 3,1986 -Page two Light and Power Director reported on an inquiry received concern ing customer deposits.Current policy requires a deposit on all accounts.In commercial buildings containing several electric meters,a deposit based upon the electric meters and estimated usage,is initially collected from the owner;as units become rented,the Town also collects a deposit from the leasee.Due to the transientness,the owner’s deposit is not returned.The owner does have the option of disconnecting vacated units;howev er,a fee for this service is collected when the meter is discon nected and connected.This option is not very satisfactory, particularly during the winter months.Discussion followed with the Committee recommending the Town enforce the existing Ordinance during the interim of the electric study.Light and Power Director Dekker will ensure the aforementioned inquiry will be addressed in the rate study. The Coors Classic has requested the use of the bucket truck for approximately six hours during the bicycle race August 20th.The truck was authorized last year at no charge to the Classic. Following discussion,the Committee recommends the request be granted,with no—charge to the Coors Classic. There being no further business,the meeting adjourned. &J g,.
