HomeMy WebLinkAboutMINUTES Light and Power Committee 1987-06-04fl a RECORD OF PROCEEDINGS /Light and Power Committee June 4,1987 Committee:Chairman Hix,Trustees Brown and Habecker Attending:All Also Attending:Town Administrator Hill,Light and Power Director Dekker,Finance Officer Vavra, Eldon Genshiemer,Urbon Wise,David Floyd,Sam Carlin,Clerk O’Connor Absent:None CUSTOMER INQUIRY CONCERNING RESIDENTIAL DEMAND-METERED 1ATE: Messrs.Eldon Genshiemer and Urbon Wise appeared before the Committee to discuss the Residential Demand-Metered Rate.Within the last two years,both gentlemen constructed new residences with electric heat.However,demand controllers were not installed upon connection of the electric meter.Therefore, during construction,an excessive kilowatt demand was established.Both electric bills charged more for kw demand than for kilowatt hour usage.Mr.Genshiemer requested the Committee consider the following:(1)all electric heat customers be required to install demand controllers prior to moving into the dwelling,and (2)not allowing the kw demand charge to exceed actual kilowatt hour charges. Director Dekker stated that in an effort to conserve energy,the Public Utilities Commission ordered mandatory residential de mand—metered electric rates for all new electrically—heated homes.The Town does have a policy whereby a customer can receive a 20%billing adjustment if a demand controller is found to be defective.Following review,Director Dekker authorized a 40%billing adjustment for both accounts.Demand controllers have since been installed on both residences which should result in substantial savings. Following discussion,the Committee recommends R.W.Beck,the Town’s rate consultant,review the rate in question to ensure fair and equitable rates are being assessed,for a not—to—exceed amount of $1,000.00.Pertaining to requiring demand controller installation,the Committee recommends Town Attorney White review and comment. PROPOSED SATELLITE TV AGREEMENT -DISCUSSION: David Floyd and Sam Carlin appeared before the Committee advising of an alternative to cable television.By installation of a satellite dish and connection to a “video cipher”,stations not currently available on cable could be received.A brief summary of the closed—circuit system was presented.The Town is being requested to authorize a revocable permit to Messrs.Floyd and Carlin,establishing an additional cable company.The proposed company would comply with all Town regulations in this regard and there would not be any attachment to power poles;however, installation of equipment such as the satellite dish is required. By naming the proposed firm a “cable company”,they would be allowed to connect to the video cipher and collect fees.Follow ing discussion,the Committee recommends both gentlemen submit to the Town,a proposed Agreement which has been prepared by an attorney.The Town will submit the Agreement to Town Attorney White for review and comment,with such review to be paid entirely by David Floyd and Sam Carlin. a RECORD OF PROCEEDINGS Light and Power Committee —June 4,1987 -Page two REPORTS: Revised “Decision and Order”,Ordinance and Tariff Sheets have been received concerning the 6.8%electric rate increase approved May 26th.The documents will be submitted to the Board of Trustees June 9th for ratification. Pertaining to the Cascade Diversion Structure Project,the Town has drafted a letter to the National Park Service accepting their counter—offer which requests the Town leave the 1st cfs in the river from October through March,divert the next 1.5 cfs for the Town’s use and put the excess in the river. Additional consideration must take place in the near future to determine whether the Olympus Dam is a viable project for the Town. PRPA interviews are currently planned for later this month in the search for a general manager. As requested by the Committee May 7th,approximately eight municipalities were contacted regarding a special tariff for churches.Not one of those municipalities contacted has imple mented a tariff for churches. The Delinquent Account Report for May indicated 90 calls were made,22 notes were placed and 5 accounts were disconnected.In comparing statistics for 1986,calls were increased 40.6%,notes increased 37%,and accounts disconnected were decreased by 28.6%. The Department has researched all options pertaining to site selection for a new service facility.The Public Works Depart ment is in the process of collecting site preparation figures. Additional information will be forthcoming. Tom Dean,Foreman,has submitted his resignation,effective June 30,1987.Mr.Dean will be retiring,following 28 years of service to the Town. The Marys Lake Substation was out of service to allow re—wiring on the existing switchgear and coordination of the new switchgear.The substation is now in full operation. There being no further business,the meeting adjourned. Vickie O’Connor,Town Clerk JUN 91987 0 0 BRADFORD PUBLISHING c.RECORD OF PROCEEDINGS v Light and Power Committee May 7,1987 Committee:Chairman Hix,Trustees Brown and Habecker Attending:All Also Attending:Mayor Dannels,Town Administrator Hill, Light and Power Director Dekker,Finance Officer Vavra,Clerk O’Connor Absent:None ELECTRIC TARIFF FOR CHURCHES -DISCUSSION: Pursuant to an inquiry made by Ray Lindsey,the Committee re viewed the electric tariff for churches.A special rate for churches has not been developed and all churches are placed in the Commercial Rate category.Following review,the Committee recommends Director Dekker investigate this matter with other utility systems and return to the Committee for further review. REPORTS: The Committee reviewed the “rate books”for the proposed electric rate increase which have been prepared for public inspection. The public hearing has been scheduled for May 26,1987.Dis cussion followed concerning a “surcharge”for new,rural custom ers for certain distances,density,and existing service con tracts.The Committee recommends Director Dekker investigate various options that may be available to equitably assess rural customers. The Committee reviewed street lighting for the Spur 66 area. Approximately 8 street lights were installed following the Beaver Point annexation.Director Dekker advised approximately 18 fixtures would be required to light the area.To provide aluminum street lights with underground power lines,the total cost would be approximately $65,000.Costs could be reduced by approximately $36,000 if overhead installation with wood poles is provided.The Committee recommends reviewing this matter during the 1988 Budget Process. The delinquent account report for April indicated 68 calls were made,21 notes placed and 9 accounts disconnected.In comparing statistics for 1926,calls were up 21%,notes were down 40%and the same number of accounts were disconnected. With regard to the Cascade Diversion Structure,the National Park Service has responded to the Town’s proposal dated April 2,1987. Warzyn Engineering is currently reviewing the “counter—offer”and additional information will be presented when available. The Olympus Dam Project is not “active”at this time;however, the Permit will be retained in good standing. The following changes have occurred on the Platte River Power Authority Board of Directors:Newly appointed is Chuck Mabry/Fort Collins;Rich Shannon/Fort Collins was appointed Vice Chairman; Dave Plumb/Longmont will be completing his term of office June 1st.
