SERVICE BUILDING SITE -DELAY. Light and Power Director Dekker reported a “Petition of Protest” had been filed requesting a 15-day extension from the 30-day enforcement period of Ordinance #16-88.The petition was signed by Robert and Helen Mitchell,Norman Silge,Curtis Thompson,and Marjorie Oliver.Mr.Mitchell,etal are protesting the zoning ordinance of Elm Road Addition.The Town’s property was recently annexed and zoned C—O Commercial Outlying.The Town Clerk approved the petition format and granted the time extension.The petition must be filed no later than August 16,1988 and must contain the appropriate number of signatures.The Committee reviewed a letter dated June 30,1988 written by Town Administra tor Kiaphake to Mr.Mitchell which responded to concerns the Beaver Point property owners raised,as follows: 1.Landscaping at the water slide 2.The “Welcome to Estes Park”sign at the Donut Haus 3.Study of storm water displacement and detention 4.Trail system between the downtown and Beaver Point area 5.Street lighting 6.Vehicle “backup”alarm noise 7.Construction site landscaping 8.Glare/reflection consideration 9.“Natural”fencing of the site 10.Site improvement of the former landfill site 11.Consideration for a natural picnic area Town Attorney White submitted a memorandum dated July 29,1988 which outlined procedure and options should the petition contain the appropriate number of signatures.The petition could cause an election. Director Dekker submitted a memorandum dated August 4,1988 which identified a preliminary additional cost to the Town of $20,000 if construction of the service building is delayed and/or re located.This additional cost does not include the purchase of a new site,which could add $175,000 to $275,000. Following discussion,the Committee recommends Director Dekker gather all pertinent information for presentation should the petition proceed. With regard to Ski Estes Park,arrangements have been made with the Western Area Power Administration to obtain the time-of-day metering equipment. The Delinquent Account Report indicated 63 calls were made,22 notes were placed,and 12 accounts were disconnected for the month of July. Approximately 86 electric customers have converted from the Residential Demand—metered rate to the General Service Small rate. Concerning deposits and bankruptcies,Finance Officer Vavra reported he has requested a cost estimate from the Town’s rate attorney should the Town elect to pursue legal action in two bankruptcy claims.With regard to deposits,Officer Vavra will submit a proposed policy for consideration. Preparation for “Public Power Week”is continuing.The Platte River Power Authority (PRPA)is sponsoring a program to honor persons who have contributed to public power in Colorado.PRPA and the four member municipalities will honor the recipients of the Electric Public Power in Colorado (EPPIC)Award on October 10,1988 in Fort Collins.PRPA has purchased signs from the American Public Power Association stating “This is a Public Power Community.”PRPA has offered these signs to its four members to attach to their “city limit”signs. PRPA has completed a slide program of its four members;the program is available for presentation to any service organization or group. The Rocky Mountain Electrical League Fall Conference will be held in Jackson,Wyoming September 9 -13,1988. The Committee reviewed the Cash Forecast Report prepared by Finance Officer Vavra.Year-to-date figures indicated the projected revenue is up 4%;and expenses are down 14%.
