Chairman Hix called the meeting of the Light and Power Committee
to order at 2:00 P.M.
CABLE SYSTEMS,INC.-INDEPENDENT CONSULTANT REPORT.
Richard Webb,the Independent Consultant obtained by the Town to
fully assess the cable system,appeared before the Commit.tee to
present his report.A copy of the report was made a part of the
record of these proceedings by reference thereto.In summary,
Mr.Webb concluded that CSI has been fair to the citizens of
Estes Park,and that highlv—skilled professional technicians have
made much needed improvements to the system,rendering the system
to be “state of the art.”CSI Representative Wandry also ad
dressed the Committee.All television channels were viewed to
assess the quality of the picture.The system has been qreatly
improved for the entire community;however,there may be isolated
instances of poor picture quality due to obsolete equipment.Mr.
Wandrv requested any subscriber not receiving a quality picture
to notify his office immediately.CSI has also completed servic
ing Municipal Offices with the cable system.
The Committee commended Mr.Webb and CSI for all the work that
has been accomplished,advising CSI that at this time,their
attendance at future Committee meetings would not be required.
CLEARANCE OF POWER LINES -DISCUSSION.
Steve Gillette/A-i Trash,appeared before the Committee to
discuss the clearance of power lines.An A—i Trash employee
recently hooked a power line,which resulted in $1,137.00 damage
to Town equipment.Mr.Gillette stated the line measured 8’6”
from the ground when the accident occurred,and that his primary
area of concern was public safety.Director Dekker commented
that the current Electric Code,which applies to new
installations,requires a minimum 12’clearance on drivewa’rs to
residential garaaes.The service in question was built to meet
requirements of the existing code at the time of installation.
Meter readers report potential hazards during their normal course
of meter reading.Liability concerns have not been confirmed
with Town Attorney White.Staff requested electric consumers
also advise the Department of any potential hazards due to the
clearance of power lines.
NEW VEHICLE -AUTHORIZATION TO BID.
Staff requested authorization to bid a new vehicle to replace a
1982 Jeep.The Committee recommends approval of the request;
bids should be available during the next Conmittee meetinq which
will be held January 4,1990.

1990 NATIONAL ELECTRIC CODE -ADOPTION.
Director Dekker advised that the 1990 Edition of the National
Electric Code is now available and ready for adoption.The
Committee recommends Town Attorney White prepare an ordinance for
the adoption of the 1990 National Electric Code.
REPORTS.
Director Dekker briefed the Committee on recent electric outages
which affected the Moraine circuit and Mall Road.
Electrical Engineer Matzke reported on events held in conjunction
with Public Power Week,October 9 -13,which included a poster
contest and electric safety classes.Expenses incurred were
$650.00.
Estimated 1989 expenses for the Christmas decorations are approx
imately $37—40,000.The figure includes labor,vehicle and
energy costs,plus restoration of one Christmas scene.The
entire Department volunteered their time and effort to assist
coordinators in providing the lighting for the Christmas Parade.
Construction for the service facility is approximately 95%
complete.The Department anticipates conducting an open house
for the entire community in the near future.
Platte River Power Authority will adopt their 1990 Budget during
their next board meeting.Expenses total $144.2 Million and
revenues total $161.9 Million.Fred Wilson,newly elected Mayor
in Longmont,will be joining the PRPA Board.
Director Dekker briefed the Committee on the Colorado Ute bank
ruptcy matter,and the WAPA electric rate increase.
The 1990 American Public Power Association Annual Conference will
be held in Denver.Following construction of the conference
center,APPA may conduct seminars in Estes Park.
The Delinquent Account Report for December indicated 127 tele
phone calls were placed,24 notes were placed,and 16 accounts
were disconnected.
There being no further business,Chairman Hix adiourned the
meeting at 3:25 P.M.to tour the new service facility.
