Chairman Hix called the meeting of the Light and Power Committee
to order at 2:01 P.M.
VEHICLE -REVIEW OF BIDS.
The Committee reviewed a memorandum dated March 1,1990 submitted
by Fleet Manager Shanafelt and bid summary sheet for the purchase
of a vehicle which will be used by the Meter Department.This
particular vehicle was not included in the State Bid Program.
The apparent low bidder was Kearns Jeep Eagle for a total net
price of $8,465.00.$14,000 was budgeted for this purchase,and
a 1985 Chevrolet 5—10 will be used as a trade—in.Discussion
followed concerning the low and local bidder’s ability to pickup
and deliver the vehicle for major warranty work,with the Commit
tee recommendinq the low bid in the amount of $8,465.00 submitted
by Kearns Jeep Eagle be accepted.
1990 AMERICAN PUBLIC POWER ASSOCIATION (APPA)ANNUAL CONFERENCE -
DISCUSSION.
Brochures.The 1990 APPA Annual Conference will be held in
Denver,and a post—conference tour to Estes Park has been includ
ed.Director Dekker reported that the Department has prepared a
personal invitation for insertion in the Estes Park brochure
which is being mailed to all delegates by APPA.A cost-estimate
for the invitation is $50.00;the Committee recommends approval
of the expenditure.
Contribution:PRPA Audio-Visual Presentation.PRPA is under
writing an auto—visual presentation which will be converted and
made available to its four members as a economic development
tool.Cost of this project is $25,000,and staff is requesting a
Town contribution of $500 to help offset PRPA’s expense.Follow
ing discussion,the Committee recommends approval of the request.
Local Advertisement Enhancement/Delegates.Delegate conference
bags have been developed,and Director Dekker requested au
thorization to include candy which is prepared in Estes Park.
Approximately $500.00 will be required,and the Town and local
merchant will receive the advertisement.The Committee
recommends approval of the request.
TAX-EXEMPT FINANCING -RESOLUTION.
Light and Power Director Dekker briefed the Committee on laws
being enacted by Congress which have made it increasingly more
difficult and expensive for state and local governments to use
tax-exempt bonds.The Committee viewed a video entitled “The
Power of Bonds”,prepared by the American Public Power Asso
ciation and the Salt River Project,and considered a resolution
requesting that Congress recognize the state and local burcen to

maintain and expand the national infrastructure.The Committee
recommends adoption of the resolution,as presented.
Trustee Garrett suggested that,with concurrence by Chairman
Dickinson,the video be placed on the agenda for the Community
Development Committee March 8,1990.
REPORTS.
The Open House held February 20 at the new service building was a
tremendous success.Approximately 250 people were in attendance,
and many favorable comments on the building and open house
festivities were received.Staff advised that the news media
provided excellent publicity for the event,and that a garage
sale netted approximately $1,500 from the sale of obsolete
equipment and junk transformers.Staff also provided a list of
door prize winners.
Assistant Public Works Director Linnane briefed the Committee on
the completion status of the service building.The Contractor
has been notified of 12 items which must be corrected.The Town
has a contract which includes a retainage fee,performance bond,
and liquidated damages fee.Final payment will be withheld
pending completion of the deficiencies.
Finance Officer Vavra reported that the Delinquent Account report
was not available for this meeting.
Electrical Engineer Matzke briefed the Committee on the Marys
Lake Feeders and Peak View Circuit Project.Completion of this
project,along with the service facility,will allow the Finance
Office to close the books at the end of the first quarter on the
FEMA projects.
PRPA is continuing negotiations for the power contract with the
Public Service Company.
The Department has been advised that Cable Systems intends to
raise their basic cable TV rate for residential service to
$17.50/month (9%increase).Rates have not been raised for two
years.
There being no further business,Chairman Hix adjourned the
meeting at 3:02 P.M.
