RATE STUDY CONSULTART -AWARD OF CONTRACT. As recommended by the Committee May 23rd,Director Matzke reviewed the qualifications of H.E.Kiburz and Associates.Staff also clarified the estimated hours issue with R.W.Beck.Director Matzke outlined his findings in a memorandum dated June 5th,and is recommending M.E.Kiburz and Associates be contracted to perform the electric rate study.The Committee expressed their appreciation to staff for their thorough research,and recommends accepting the not-to-exceed proposal in the amount of $12,500 submitted by H.E.Kiburz and Associates contingent upon a completion date of August 30,1991;said proposal to be performed within the scope of services included in the RFP. METER TEST BOARD -AUTHORIZATION TO PURCHASE. $35,000 was budgeted to replace a 15 year-old meter test board. Staff has researched various models of test boards,including on— site inspection.The present board is becoming a maintenance problem,incurring expense.A new test board will provide staff the capability of performing reliable three-phase meter testing, accelerate testing of electronic meters,and improve accuracy. Meter Foreman Brumleve briefed the Committee on meter testing procedures and clarified how a new test board should improve revenue flow,save man—hours,and update the Meter Department with state-of-the art technology.The existing test board will be advertised for sale——the estimated worth is $1,000.Staff is recommending a Dowty Model 5800 meter test board which operates in conjunction with a standard personal computer;it will provide the added benefit of ease of upgrade and service as well as use of the computer for other tasks when meters are not being tested.This equipment,including an upgraded IBM 386S-equivalent computer,is available from Equal Electric for a negotiated price of $36,800. An additional $2,500 for 2 days of on-site training is also being suggested,and the additional $4,300 can be funded through a budget adjustment in the Shop Equipment Line item.Based upon staff findings,the Committee recommends Director Matzke be authorized to purchase the Dowty Model 5800 Meter Test Board with standard personal computer from Equal Electric,to include associated training for a total expenditure of $39,300.The 1991 Budget is to be amended as identified above. REPORTS. Director Matzke briefed the Committee on the SCADA system which may be purchased from the City of Longmont,as previously authorized; overhead construction project on the YMCA circuit,Apprentice Program;and the Energy Efficiency Task Force——seminars to raise the understanding for load shifting,etc.will be held August 21 and 27,additional information will be forthcoming. Ass’t.Widmer also discussed PRPA’s involvement in the Colorado Ute issue. Pursuant to discussion,staff will investigate the surge protector device installed at 465 Homesteader Lane and report their findings at the next Committee meeting.
