SERVICE BUILDING ENCLOSURE -AUTHORIZATION TO PURCHASE. $5,000 was included in the 1991 Budget for the purchase and installation of a stores enclosure at the service building.The enclosure,which will be a free—standing wire mesh structure with two (2)doors,will provide a secured area for the Department’s inventory materials.Bids were as follows: Snyder Equipment $3,940 Material Handling 4,586 Lynch Material 4,610 The Committee recommends accepting the low bid submitted by Snyder Equipment for $3,940. MAPPING/DRAFTING COMPUTER EOUIPMENT -AUTHORIZATION TO PURCHASE. The 1991 Budget contains $10,000 for a computerized mapping system. Staff is suggesting (1)that the conversion of maps to computer format be delayed until such time as all participating departments are financially able to support such a task,and (2)that the Light and Power Department be authorized to proceed with the purchase of a graphics tablet and plotter.With the addition of this equipment for the existing computer,the Department would be provided with a complete mapping and drafting workstation.This system would be available to other departments.Bids were as follows: Graphics Tablet Plotter Government Access $562.50 $4,232.00 Connecting Point 629.00 4,178.00 Entre Computer 650.00 5,264.95 Longs Peak Comp.689.00 4,499.00* *Does not include 2 nib buffer,±$400 Following discussion,the Committee recommends accepting the low bid of $562.50 from Government Access for the Graphics Tablet,and $4,178 from Connecting Point for the Plotter. REPORTS. With the assistance of other department employees,all Christmas decorations have been placed.The “helicopter”was refurbished this year and attached to the “Old Lady in the Shoe”scene. The Telephone Company has agreed to place their system underground and work has begun on the Far View Lane Line.This project was initiated by this neighborhood and all expenses will be incurred by private individuals. The Bureau of Reclamation/WAPA intends to switch one-half of the substations off December 17 and 18 to work on their improvements to 0 RECORD OF PROCEEDINGS Light and Power Committee -December 5,1991 -Page 2 the system.Staff will reschedule this project should cold weather become an issue. Electric Study.The Committee reviewed the following documents: Lease Purchase Program Policy,Application and Installation Procedures,Equipment Lease Purchase Agreement,Financing Approval Application,and Contractor Work Proposal.The Department will provide a list of local participating electric contractors for all customers.Staff presented sample models of a controller and display unit,with Director Matzke briefing the Committee on the operation of the equipment.Wilbur Benjamin,1073 Pine Knoll, questioned the proposed rate structure;it was suggested Mr. Benjamin visit with staff to further clarify how the new rates will personally effect him.Director Matzke commented that he will closely monitor the rate structure prior to the 1994 conversion deadline to determine whether any adjustments should be considered. Personnel.John McDougall has been promoted to Lineman I having completed his first year of apprentice training.Gary O’Connor was promoted to Meter Specialist II following his training.The Committee commended both employees,endorsing the policy of advancing personnel within the Department. Ass’t.Administrator Widmer stated that the PRPA Board Meeting will be held December 6th,thus a report will be submitted during the next Committee meeting. The Committee reviewed monthly reports,and discussed the Department’s income statement. Ass’t.Administrator Widmer clarified his remarks which were quoted in the Trail Gazette relating to getting customers “of f peak”in lieu of “of f the system.” There being no further business,Chairman Aldrich adjourned the meeting at 2:59 P.M.to inspect the new bucket truck.
