Chairman Aldrich called the meeting to order at 8:34 A.N.
PUBLIC SERVICE COMPANY (PSC0)“REVISED”NATURAL GAS FRANCHISE
AGREEMENT -UPDATE.
Director Matzke reported that the Town requested the inclusion of
the “right of first purchase”in the proposed agreement.Meetings
are being held between Town Attorney White and PSCo to finalize
this portion of the Agreement;the length of term and franchise fee
have been agreed upon.As there is no potential risk to the Town,
the Committee recommends staff proceed with the schedule as
presented September 10.
CHRISTMAS SCENE RESTORATION -REVIEW OF REVISED BID.
Due to increased IRS requirements for independent contractors,
Lynda Vogel withdrew her bid of $6,543.72 to restore the Santa and
Helicopter,Santa and Reindeer and Shepherd Christmas scenes and
submitted a revised bid in the amount of $6,973.72 (additional
$430.00)to include both Santa scenes.The contractor will assume
liability during the restoration process in lieu of the Town.
Completion schedule:Santa and Helicopter prior to the Christmas
Parade;Santa and Reindeer will not be completed prior to the
Parade.The Committee recommends approval of the revised bid in
the amount of $6,973 •72.
FIVE-YEAR CAPITAL EXPENDITURE PLAN -DISCUSSION.
Director Matzke presented a history of capital expenditures from
1987-1992.Developer-generated and FEMA-reimbursed projects were
included because they impact the budget;however,these expenses
are reimbursed to the Town.Staff reviewed a potential list of
projects for 1993:future substation site near Windcliff,
rebuilding of a portion of Highway 34,Honda School,Municipal
Building telephone upgrade,mainframe update,and SCADA Radio.The
Committee also reviewed potential projects for 1994.Discussion
included the replacement of lines,converting them to underground,
and possibly establishing a policy where affected property owners
could participate in funding the conversion.Staff continually
monitors the system and as the budget allows,schedules
replacement.The Committee commended staff for their efforts
toward maintaining the integrity of the electric system.
Additional information will be available during upcoming budget
discussions.
REPORTS.
The Committee reviewed the Financial Report for August.Due to
lower purchase power rates,year—to—date expenses have decreased
from those in 1991.
With the assistance of Town Attorney White,staff is negotiating an
Interim Agreement with Jacobson/Coleman for the Fall River Hydro
Plant Project.Following completion,the Agreement will be
submitted to the Committee for review.

Project Updates:The conversion process for the mainframe computer
has commenced——accounting package was “on—line”October 1;purchase
orders/inventory will begin November 1;followed by utility billing
and payroll.The line has been completed to service all lots in
Prospect Estates.Three transformers have been removed at Hidden
Valley.
On behalf of PRPA,staff presented an Executive Summary prepared by
NEOS Corporation to conduct an Energy Efficiency Program.PRPA is
currently evaluating the recommendations for each city.In
addition,the Committee reviewed each member’s summer and winter
peak demand which was compared to PRPA’s peak.The report verified
Estes Park was the only city whose peak continually did not impact
Platte River.The Town could benefit by PRPA reviewing a rate
option based upon a season demand ratchet;the wholesale rate would
be reduced which could result in a negative purchase power rider.
Staff will continue to monitor this study.
Platte River Power Authority Report.Ass’t.Administrator Widmer
briefed the Committee on PRPA activities:work has begun on the
1993 Budget which is currently $138 Million.Should Amendment #1
(Taxpayer’s Bill of Rights)pass,PRPA has been advised that they
will not be affected as they are a true enterprise fund,issuing
bonds in their name.PRPA has hired a managing underwriter to
provide financial assistance pertaining to the bond market.
There being no further business,Chairman Aldrich adjourned the
meeting at 9:51 A.M.
