Minutes of a Regular meeting of the LIGHT AND POWER COMMITTEE of the
Town of Estes Park,Larimer County,Colorado.Meeting held in the Municipal
Building in said Town of Estes Park on the 9th day of November,2000.

Chairman Jeffrey called the meeting to order at 8:00 a.m.
OLYMPUS HYDRO PROJECT —UPDATE.Director Matzke introduced Brian Moeck/Platte
River Power Authority (PRPA)General Manager and Dr.Richard Smart who updated the
Committee on designing,constructing,and operating a low head hydroelectric power
generation facility at the base of Olympus Dam.The powerhouse and facility would be
located on the north bank of the Big Thompson just below the Dam.The unit size is
approximately 130 kW in size and would produce an estimated 802,030 kWh per year
(enough energy to supply the annual needs of approximately 103 households).PRPA is
willing to finance the project and recover costs through its wholesale rates to Estes Park over
a 30-year period.Areas discussed include project cost and financing,licensing
requirements,environmental benefits,educational opportunities,and river impacts.The
Committee supports the Olympus Hydro Project and authorizes the Mayor to forward a
letter of support for the project.
FALL RIVER HYDRO MUSEUM EDUCATION GRANT.Gianna Sullivan,Educational
Coordinator for the Museum,explained an in-school energy education program being
developed in connection with the Fall River Hydroplant Interpretive Center.Director Kilsdonk
introduced Ruben Blackmon,Colorado General Manager for Charter Communications,who
presented a $5,000 contribution to cover the costs for program development,program rental,
marketing,and the purchase of scientific interactive learning tools.Director Kilsdonk noted
that Charter Communications has been supportive and enthusiastic about the in-school
energy program from its inception.
Mr.Blackmon addressed concerns regarding cable service from Brenda Morrison at 465
Pine River Lane and confirmed that her issues would be immediately addressed
On behalf of the Committee,Chairman Jeffrey expressed appreciation for Charter
Communication’s contribution towards the in-school energy program.
COMPRESSOR TRUCK PURCHASE —APPROVAL.Fleet Manager Mahany reported that
the Light &Power Department has requested replacement of the 1985 Ford one-ton 4x4
truck w/under deck air compression.This vehicle is 15 years old and is within the
parameters of the vehicle replacement policy.The following bid was received:
Estes Park Auto Mall:$72,437.00 Ford F-450 4X4 W/Compressor &Truck Body
($8,500.00)Less Trade-in
$63,937.00 Bid Price
The 2000 budget includes $66,000 for vehicle replacement.The Committee recommends
approval of the bid from Estes Park Auto Mall to purchase a Ford F-450 4x4 Truck for a
cost of $63,937.00 as presented.

STANLEY VILLAGE SHOPPING CENTER —CHRISTMAS LIGHTING REQUEST.Director
Matzke reported that the Town and EPURA received a request from Stanley Village
Shopping Center to provide seasonal lighting in the Ponderosa Pine trees west of
McDonald’s Restaurant.There is no permanent electrical wiring in the vicinity to power the
lights,so a temporary electrical extension was proposed.The cost of the temporary
extension is $750,including $250 to wire temporary outlets and $500 in Light and Power
Department labor and equipment costs.TA Enterprises submitted a proposal to install and
maintain lights in eight trees for $1 843.61.Lights for the trees will be provided by Stanley
Village.Wil Smith,EPURA Executive Director noted that EPURA will be considering a
streetscape project request by Stanley Village to incorporate tree outlets in their area.
The Committee recommends approval of the temporary electrical extension as
presented at an estimated cost of $750.The Committee also recommends the
Christmas decoration installation contract with TA Enterprises be amended by
$1,843.61 to include installation and maintenance of the lights.
Director Matzke suggested awaiting EPURA’s determination on the Stanley Village
streetscape request prior to committing to Stanley Village lighting projects in future years.
REPORTS
Fall River Hydro Plant Restoration Grant Update:Assistant Director Mangelsen reported
that the Phase II Contract from the State Historical Society has not been received.Some of
the Phase II work was completed prior to receipt of the Contract and may present a problem
with distribution of grant funds.Work at the hydro building has ceased and staff continues to
resolve the sequencing matter.The Contract will be submitted for Town Board approval
upon receipt.
Platte River Power Authority (PRPA)Report:Brian Moeck,PRPA General Manager,
discussed electricity demands and availability,the Rawhide gas turbine project,increasing
electricity costs,additional generation resources,coal supplies,peaking periods,legal
issues,and status of the Rawhide outage.
Financial Report:The October graphs were reviewed.
Project Updates:
Old Estes Substation Switchgear Removal -Director Matzke reported that Colorado Iron &
Metals is scheduled to remove and dismantle the switchgear building for a cost of $1,000.
Additional scrap metal will also be removed and the Town will receive a refund of 10%of the
salvaged metal.This should offset a portion of the cost of removal.
The Little Valley 3 Phase project was completed in house and ahead of schedule.
A slightly different decorative street light will be installed in front of the Municipal building to
provide a comparison to the current lights.The new light is a standard catalog item through
a different vendor and will offer easier replacement of lights.
