OLD BUSINESS:
1.Mr.Ed Schultz again appeared before the Light and Power Committee with
reference to noise interference in connection with his operation of Channels
11 and 13,and requests that the Town renew its effort to locate the trouble.
His letter dated.May 18 was read to the committee and is made a part of this
report.
Mr.Sweetland reported to the committee that his attempt to borrow equipment
of the kind necessary to locate trouble of this nature has been unsuccessful.
Sweetland further reported that cost to the department to date has been ap
proximately $1,000.00 with no conclusive evidence or proof of fault.
After considerable discussion of the problem,the committee recommends that
the department buy a Model 500 -Sprague Interference Locator,at an esti
mated cost of $500.00.The equipment can be used effectively at the present
time and in the future for similar interference problems.This will require
Board of Trustee approval.
NEW BUSINESS:
1.Mr.Sweetland reported to the Committee that Truck No.20,Ford Pickup,will
require extensive repair,estimated at $175.00,or be traded in at this time.
The truck was purchased.in July 1960 and has been in use for 48 months.Light
and Power equipment is charged off at 60 months.Book value of Truck 20 on
December 31 was $597.64.Due to the condition of the truck,the committee
requests that the Board of Trustees make this decision.
2.The committee was informed that several requests have been made for street
lights.The department requests permission to buy 10 units at a cost of
$46.20 each.This type is placed on wooden poles,175 watts.
3.The committee discussed the possibility of extending the present power line
serving the Glen Haven area for a distance of 2.6 miles east.A survey of
the area shows 18 houses already in use,with a probable potential of 60
residences over a period of years.Thirteen property owners have recently
expressed their desire to be served.Estimated cost of the extension is
$6,000.00.Some materials which have recently been removed from other
parts of the system could be used to advantage and greatly reduce the above
cost figure.The line could be built with the present labor force,with
no definite completion date.Coverage of this area would about complete
the certificated area granted to Estes Park.Cost to the consumers could be
based on a fixed fee,plus secondary cost,same as used to serve the lower
three miles of the Thompson Canyon.The committee asks that the Board of
Trustees give consideration to the project.
4.The committee discussed location and cost of poles to be placed on each
side of Elkhorn Avenue for the purpose of displaying banners.The location
of poles as follows:to the immediate east of the Chamber Building on the
north side of Elkhorn and to the immediate west of the ticket booth on the
parking lot,on the south side of Elkhorn.Cost of the poles $245.60,cost
of 6 yards concrete $107.00,cost of labor $100.00,installation $50.00.
Estimated total cost $502.60.Requires Board approval.

Gentlemen:
The random power line leakage condtion that contaminates
the TV pictures from the two translator stations Xl 1PM and
K13FâL is still a annoying as outlined in my report to you
of February 14,1964.
The two television translators K11FM and K13FL are licensed
by the Federal Communications Commission to bring free
educational and entertainment TV to users in Estes Park.The
two translators are located at the Stanley Hotel picnic area
and are operated on a non-profit basis.
Mr.Leon Sweetland and his assistants have done a good job
trying to pinpoint the trouble but I believe that they are
handicapped by the lack of special noise interference locating
equipment needed to search out power line leakage spots that
can Interfere with television and radio reception.
Since the future of the TV translator program now depends on
a solution to the power line leakga problem I would like
to know at trils time what measures will be made to locate and
correct the condition and how soon trie measures will be
implemented.
