OLD BUSINESS:
1.Sweetland reported to the Committee that all material for 10 street
lights have been received but not yet installed.These are to be
mounted on wooden poles.
2.It was reported to the Committee that 15 customers have now paid the
connecting fee for service on the new Glen Haven extension.The
primary line has been completed to a point where the Town’s certif i
cated area ends.Mr.Sweetland has received requests from two dif
ferent parties,estimated to live nine tenths of a mile below where
the new line now ends.This area is covered by the Loveland utility.
Following discussion,the Committee recommended that Sweetland obtain
permission from the Loveland Utility to serve these people.If
acceptable,the Town would then proceed on the basis of a special
contract which will provide a fair return to the Town.
3.Mr.Alva Bussell appeared before the Committee to voice complaint
that the electrical department had charged one of his Residential
Accounts (FR 400 -a duplex)on the commercial rate without just cause,
and specifically on the basis that the Duplex was not used during
winter months and therefore no determination could be made according
to provisions of the Ordinance.Mr.Bussell makes this claim in view
of the wording of the Ordinance,which reads in part as follows:
“where use on the residence meter shows summer use in
excess of twenty-five percent over winter use.”
Later in the discussion it was brought to the attention of the group that
Mr.Bussell and his family did occupy the duplex continuously to
November,1961,and therefore winter use was established.
After the problem had been discussed at great length,Mr.Bussell
was informed that he would be notified of the Town’s decision.
This was followed by further study of the problem and the committee
came to the following conclusion,and stated that Mr.Bussell should
be so notified,that since the duplex was occupied during winter
months,it is reasonable to believe that winter use was established.
This is a matter of record in the Town’s meter books covering the
proceeding years.Further,that the August billing for the duplex
is correct and within the meaning of the Ordinance.
The Committee further recommends that steps be taken to amend the
Ordinance to provide an alternate means of cermining normal use on
meters not ordinarilly used during winter months in order that the
Department not be confronted with the same problem in the future.
As pointed out to the Committee,practically all cases where there
has been violation of the meaning and use of the Residential and
Commercial rate,they have now been eliminated and this problem should
not occur again,at least not in the immediate future.
NEW BUSINESS:
1.Cash budget report for the month of August was read to the Committee
and approved.
2.A letter addressed to the Town from Mr.Melvin W.Hyde was read to
the Committee,requesting information on rates for electricity for
home heating.He specifically asked to know of the Town’s plans for
service of this type.Committee suggested he be given copy of rates
now available.

3.Sweetland read to the committee a request he had received from
Mr.R.H.Curtis,asking for cost to serve Unit 1,Tract 11,of
Pine Valley Development.The Committee suggested to Sweetland
that he check with Ernest Hartwell and Mr.Paul Brown of the
Public Utilities Commission before making a formal reply.
4.Sweetland informed the Committee that in order to continue use
of the Town’s Hydro facilities,it will be necessary to replace
the presenttransformers.Estimated cost of three transformers
is $2500.00.This is the estimated cost for second hand transformers.
The old transformers have an estimated value of $600.00.Net cost
is about $1900.00.The Committee recommended replacement,but not
to exceed $2500.00.This will require Board of Trustees approval.
There being no further business,the meeting was adjourned.
