HomeMy WebLinkAboutMINUTES Light and Power Committee 1970-05-29fl RECORD OF PROCEEDINGS May 29,1970 Light and Power Cotnmittee Meeting Conunittee:Chairman Tregent;Trustees Petrocine and Brownfield Attending:Chairman Tregent;Trustees Petrocine and Brownfield Also Attending:Superintendent Sweetland,Office Manager Duncan, Town Administrator Hill,Attorney E.J.Hummer, Asst.Supt.Dekker and Mrs.Pearl Coffee and Mr. Jack Couvillion from the Estes Park T.V.Company ESThS PARK T.V.COMPANY PROPOSAL: Town Administrator Hill read the franchise ordinance to the Committee. Attorney Hummer advised that Estes Park T.V.Company will furnish T.V. to the schools with the schools paying one-half or all of the cost of installation.Also,the customer contract form to be used will be sub mitted to the Town Attorney for his approval.The Committee requested the following franchise ordinance modifications with Estes Park T.V. Company approval: 1.Deletion of the last sentence of the second paragraph of Section 13 and item two (2)and item three (3)from Section 14. 2.Adding a definition of Labor and Materials which is “begin ning at the customer’s property line and extending to his home or building”which will become item eight (8)of Section 3. 3.Insert “within one year of date hereof”to second line of Section 14 after the word available. 4.Delete “and Public Grounds”from paragraph one of Section 4. 5.Add an additional paragraph to the ordinance relating to sub division where all utilities will be underground.Attorney Hummer will submit this paragraph. 6.Add system requirements stating “The system shall provide a signal level of 500 microvolts at the input terminals of each of the T.V.receivers.The system and all equipment shall be designed and rated for 24-hour-per-day continuous operation.The system signal-to-noise ratio shall be not less than 42 decibels.Hum modulation of picture signal shall be less than five percent.The system shall use com ponents having VSWR of 1.4 or less.Methods of measuring the above standards,where necessary,will be established by the Board of Trustees.” In addition to the above modifications,the Committee requested Estes Park T.V.Company’s plans to bury cable as required during the coming years.Mr.Couvillion stated that present procedures for burying T.V. cable are not yet proven.The Committee requested current expansion plans and the time required.Mr.Couvillion stated that expansion plans would be completed to provide cable T.V.for the entire corporate limits within the time of one year stated in the franchise ordinance. The Committee requested plans to serve out-of-town customers.Mr. Couvillion stated that service would be extended to all areas possible such as Y.M.C.A.,Fall River,etc.The Committee requested a three (3) percent franchise fee of all in-Town revenue.Attorney Hummer agreed. RECORD OF PROCEEDINGS Page two May 29,1970 Light and Power Committee Meeting The Committee recommends that the term of the franchise be limited to (10) ten years with a provision allowing a review of the franchise fee at the end of five (5)years.
