The soils report has been received and proposals have been received from two metal building firms and one pre-stressed concrete firm.PCR is reviewing these proposals at this time.It is expected this project should be completed by early summer. UNDERGROUNDING SOUTH CIRCUIT: The Committee recommends the department be allowed to place three con duit ducts in the same trench as Mountain Bell’s south line.It is estimated this 1,500 feet of underground duct work will cost $1.00 - $1.25 per foot. APPA RESEARCH: A letter,dated February 26,1973,from Stanley R.Case,State Chairman, American Public Power Association,is attached to these proceedings. The Committee recommends that the Board of Trustees approve a Town of Estes Park research contribution to the APPA in the amount of $288.40. This is 1/25th of 17.of our electric revenue for 1972.The Committee instructed the superintendent to study and report back on some feasible amount that the Town of Estes Park should contribute to research projects such as the above. UNDERGROUND POLICY: Superintendent Dekker reviewed the study of present underground policies now being used in this area.Superintendent Dekker will continue to study underground policies as they may apply to the Estes Park Light and Power Department. HYDRO PLANT ENGINEERING: Superintendent Dekker reported the engineering costs on the hydro plant have totaled $610.00.This engineering study determined it would cost the Town $108,000.00 in equipment to automate the plant.The Committee’s previous decision not to automate the plant at this time was reaffirmed. SERVICE TO BIG ELK MEADOWS: New surveys on cost to serve the Big Elk Meadows area have been completed and copies of these reports have been sent to the Public Utilities Commission as well as the potential customers in this ared. HEAVY POWER REQUESTS: Superintendent Dekker reports he has received three recent requests for large amounts of power(about 750 1(W).These requests come from the new Municipal Building,the new school and a new 150 unit motel.This demand would amount to about thirty percent of our present connected demand. There appears to be no inanediate need for a rate study.Other firms will be contacted in the near future for their recommendations and proposals. I am writing to you in my capacity as State Chairman of theAmericanPublicPowerAssociation’s Electric Research Fund Campaign tourgethatyourutilityjünotherlocalpublicpowerutilitiesinmakingafinancialcontributiontoresearchthisyear. Many leaders of the electric utility industry --public,private,and cooperative --believe we must work promptly through research tofindanswerstopressingenvironmentalandpowersupplyprcem.or face shortages of electricity,and power plant shutdowns. In the past,we as municipal electric utilities have not putmuchmoneyintoresearch,except as we financed,through our purchases,the research by electrical manufacturers.Today,however,it’s adifferentpicture.The public,and lawmakers,are demanding that wereduceairandwaterpollutionfrompowerplants;that we investigatefurtherundergroundingofdistribution,and transmission;that we seeknewwaystoconvertenergy;that we find more efficient ways to generateandtransmitelectricity.The problem is ours. That is why I considr it important that your utility make afinancialcontributiontoelectricresearchthisyear. You have recently received a letter from Mike Collins,president ofAPPA,asking you to take part financially in the campaign to financeelectricpowerresearch.His letter enclosed a booklet that shouldansweryourquestions,and the questions that might be raised by membersofyourgoverningboard.But I’ll be glad to answer other questions,and so will APPA staff members C February 26,1973 Telephone 303 484—4220 TIME CENTER OF THE WORLD -2- For example:what is the suggested formula for financia]contri butions to the Ametican Public Power Association Research Fund in 1973? The formula,approved by the APPA Board of Directors.,is 1/25th of 1% of your utility’s retail electric revenues;plus (if you sell power at whilesale)1/50th of 1%of your utility’s wholesale electric revenues. If you will but take the time to apply this formula to your 1972 elect.’ic revenues,you will find the amount to be surprisingly low as compared to your total 0&M budget. You may use the enclosed form to make your commitment to a research “ontribution,sending the form to American Public Power Association, Electric Research Fund,2600 Virginia Avenue,N.W.,Washington,D.C. 20037.APPA’s phone is (202)333-9200.Your check should be made payable to American Public Power Association Electric Research Fund.You should indicate whether you want APPA to (a)transmit your con Lribution directly to the industrywide Electric Power Research Institute;(b)transmit 80% to the Electric Power Research Institute,and retain 20%in the APPA Research Fund for use in specific public power research;or (c)retain all of the contribution in the APPA Research Fund for use in connection with research of particular interest to public power systems.
