HomeMy WebLinkAboutMINUTES Light and Power Committee 1976-02-050Q Co RECORD OF PROCEEDINGS LIGHT &POWER COMMITTEE jFebruary 5,1976 COMMITTEE:Chairman Petrocine,Trustees Wagner and Burgess ATTENDING:Chairman Petrocine,Trustee Wagner ALSO ATTENDING:Town Administrator Hill,Director Dekker,Finance Officer Duncan and Mayor Tregent ABSENT:Trustee Burgess P.U.C.HEARING: Director Dekker reported on the rate hearing held in Estes Park on February 3rd.Testifying for the Town were Town Administrator Hill,Director Dekker, Carl Henderson from Hunt and Co.,Max Kiburz from R.W.Beck and Assoc.Local citizens testifying were Corky Rogers,Julian Ebersold and Charles Stegman. The Public Utilities Commission will render a decision in three to four weeks concerning the request for a rate increase by the Town. MARY’S LAKE SUBSTATION: Director Dekker reported that the Bureau of Reclamation probably will not allow the Town to tap their 69 KV line at Mary’s Lake due to insufficient line capacity.If not,tapping the Bureau’s 115 KV line near their Mary’s Lake hydro plant may be requested. PROSPECT MOUNTAIN ROAD: Heron Engineering has rebuilt the Prospect Mountain Road and has requested annual financial assistance from the Town since the Town also uses the road. Director Dekker stated that a meeting has been set up with Heron Engineering and all entities with facilities located on Prospect Mountain to discuss road rights of way. P.R.P.A.: Director Dekker reported on a P.R.P.A.meeting held February 3rd.P.R.P.A. is preparing to market $60,000,000.00 in bonds during March which should be a favorable selling period according to bond counsel.Also discussed was the PRPA’s annual audit,pension trust fund for PRPA employees,and the matter of the Six City Water Committee resolution regarding PRPA voting privileges. ENERGY CONSERVATION: Director Dekker reported that the middle school has been contacted as a source of energy posters which may be available within three of four weeks.An energy saving message is being prepared for the postage meter plate.Energy saving pamphlets prepared by American Public Power Association were presented for consideration.The Committee recommends approval and suggests local printing consideration if costs are comparable for a quantity of 2,500 pamphlets. Energy messages are being printed on the electric billing convelopes. SHOP GARAGE DOORS: The shop garage doors,made of fiberglass with aluminum frames,are a problem to keep properly aligned.The contractor who made the installation has re commended electric closers as a solution.The cost of four openers includingbracingwouldtotal$1,300.00.The Committee recommends approval subject to the Light &Power Directors satisfaction that the doors will be braced adequately. RECORD OF PROCEEDINGS LIGHT &POWER COMMITTEE February 5,1976 Page two A.P.P.A.-E.P.R.I.CONTRIBUTION: Director Dekker requested direction in regard to a contribution for the Electric Power Research Institute.The Committee recommends not contributing. A.P.P.A.CUSTOMER COMPLAINT SEMINAR: A.P.P.A.is offering a new two-day course that deals with handling public power systems customer complaints.It will be held on February 25 -26 at Columbus,Nebraska.The Committee recommends not participating.
