CABLEVISION RATE INCREASE:
Carl Occhionero of Cablevision of Estes Park discussed with the Com
mittee the rate increase recently implemented by Cablevision.He
explained that a 15.1%increase was implemented rather than the full
16.8%inflation rate according to Consumer Price Index.Also,this
rate increase applied only to first outlets and not to additional out
lets nor to home box office which decreased $1.00 in rates.The $2.00
rate increase approved in August 1978 was not actually implemented
until March 1979.Mr.Occhionero reported that even with the two rate
increases,Cablevision is not breaking even.
VENTILATION SYSTEM FOR THE LIGHT &POWER SHOP:
Design plans of the ventilation system to alleviate the methane gas
problem at the Light &Power shop were presented to the Committee.
The Committee recommends obtaining state approval of the designs and
then proceeding with bids for the construction of this project.
N.C.R.PRINTER:
The Committee discussed purchasing an additional N.C.R.printer to
enable several computer programs to be handled simultaneously.The
Committee recommends a new 200 line per minute N.C.R.printer be
purchased at a cost of approximately $12,500.
P.U.C.CASE #5320 REGARDING CUSTOMER DEPOSITS:
P.U.C.Case #5320 has imposed additional requirements on utilities
regarding customer deposits.The Town must now file by December 15th
of each year,the interest rate to be paid on customer deposits based
on the October 1 —September 30th monthly average rates as published
in the Federal Reserve Bulletin.In addition,if the deposit is held
by the Town beyond twelve months and not paid to the customer or
credited to his account,then the interest is to be compounded annually.
VEHICLE BIDS:
The Light &Power Department will proceed with advertising for bids on
a vehicle to replace vehicle #19.Due to the limited number of authorized
dealers in Estes Park,the vehicle bidding will be advertised in several
valley papers.Upon the Town Attorney’s advice and to make the bidding
more equitable,a provision will be added to the bid specifications re
quiring all warranty work to be picked up and delivered in Estes Park.
When bids are received,a special committee meeting will be called to
make recommendations on the bid award.
PART-TIME CLERICAL AIDE:
In cooperation with the Estes Park Schools,the Light &Power Department
will employ a student worker 19 hours per week at the minimum wage.
This person will be employed in the utility section of the Municipal
Building.
REPORTS:
STREET LIGHTS —Suppliers of decorative street lights will conduct a
nightime display in Estes Park of various models of lights that may be
adaptable for Elkhorn Avenue central business district.Members of the
Board of Trustees will be notified when the display is scheduled.

EMPLOYEE STATUS -Director Dekker reported his Light &Power Department
crew will be up to the authorized limit on November 5,1979.
PRPA ACTIVITIES:
Budget —final action will be taken soon on the 83 million dollar
1980 budget for Platte River Power Authority.
The wage and salary study for Platte River shows an average
increase of 9.8%.
115 KV Transmission System —PRPA has decided to lease ($1 per
year)all 115KV transmission systems of the Cities rather than
purchase.Each City shall continue to maintain its own system
until such time as Platte River has the necessary crews to take
over this activity.
Rawhide —Work is progressing on schedule with the Rawhide project.
The bids have been awarded and work has begun on the water pipeline
to the plant site.
Water Acquisition —Platte River Power Authority will proceed with
the acquisition of CBT water for “back up”purposes on Rawhide
Unit No.1.The Town of Estes Park will be the Trustees for the
ownership of the water.
