STREET LIGHTING IN ALLENSPARK AREA (FERNCLIPF):
Light &Power Director Dekker reported that it would cost $375.80 for
the Town to install two street lights in the Ferncliff area with Mr.
Kvols furnishing the poles and digging the holes.The cost would be
$592.38 if the Town provided everything.The Committee felt that
granting Mr.Kvol’s request for two unmetered street lights would set
a precedent since the only unmetered street lights are located within
the town limits and the main sections of Allenspark and Glen Haven.
The Committee recommends that two metered street lights be installed
at the location requested byMr.Kvols provided that the installation
and electricity be paid by Mr.Kvols.
GENERIC HEARINGS DECISION AND REQUIREMENTS:
The Public Utilities Commission reached a decision regarding the
Generic Hearings which will require the following of the Town of Estes
Park:
1.The Town must file time-of—day rates for large commercial
and industrial customers,defined as any customer whose demand during
any two months in the last twelve months was 500 KW per month or larger.
2.The Town must eliminate traditional declining block rates for
residential,commercial and industrial classes and file new two—part
or three—part rates pursuant to the discussion and criteria set forth
on pages 136 —138 of the Commission?s initial decision in the Generic
Proceeding,Decision No.C79—1111,July 27,1979.
3.The Town must file mandatory demand—energy rates for new
all—electric customers.Must also offer,on an optional basis,demand—
energy rates for existing all—electric customers,existing residential
customers with annual usage of 15,000 Kwh or more and existing commer
cial customers.
4.The Town must file mandatory time—of—day Kwh usage rates for
all new heat storage and solar energy customers and must offer the same
(optional basis)to existing heat storage customers.
5.An educational and information program must be undertaken to
fully and clearly explain to all affected and potentially affected
customers the operation of the (1)new two or three—part rate design,
(2)new demand—energy rates for all—electric customers and (3)new
time—of—day Kwh usage rate for heat storage and solar customers.
6.The potential for cogeneration projects must be explored.A
complete report will be needed stating present and future possibilities
for equitable cogeneration sites.
The cost of complying with these requirements will be approximately
$20,000.The Committee recommends proceeding with these changes.
CONTRIBUTION TO NUCLEAR SAFETY ANALYSIS CENTER:
A request was received from the Nuclear Safety Analysis Center which
studies the safety of nuclear energy and power plants and provides
the information to the public.The Committee tabled this request
until further information is received.

CABLEVISION:
A letter dated March 15,1980 addressed to Cablevision from Richard
Statham was forwarded to the Committee for its information.The letter
discussed Cablevision’s billing procedures.The Committee reviewed
the letter and also discussed some of Cablevision’s procedures re
garding Home Box Office.The Committee directed the Town Administra
tor to contact Carl Occhionero regarding these procedures.
REPORTS:
The Energy and Man’s Environment program has been presented in the
Estes Park schools and has been considered by the schools to be a
most worthwhile program.
The two new Light &Power Department trucks and automobile on order
should arrive within the next four to six weeks.
A $7,000 —$8,000 transformer was burned out in the Hidden Valley
outage which occurred in early April.
The 70 million dollar PRPA bond issue will be formally closed on May
7th.
There being no further business,the meeting adjourned.
