CABLEVISION -CONSTRUCTION EXTENSION &PTL REQUEST:
Wayne Unze,President of Estes Park Cable TV Company,stated that they
have been delayed in their construction commitments and requested an
extension until May 31,1982.He explained the problems they have
faced and the actions they will be taking to alleviate these problems
and to complete the construction.He also proposed placing “Praise
the Lord”program on Channel 12 of the basic service in place of the
educational channel 12 from Broomfield.

Jerry Gosh,President of the Accommodations Association read and sub
mitted a letter recommending the Committee impose the $50/day penalty.
Jay Stone,resident of Lone Pine Acres,asked Mr.Unze and Mr.Patterson
several questions and also recommended the penalty be imposed.Mike
McEneny commented that the system has improved and that the $50/day
penalty would be a self defeating measure.The money should be used
instead to hire extra crews to complete the reconstruction of the
system.Lee Hartland,owner of Miles Cottages,related his bad
experiences with cablevision and spoke against the extension.He
requested better service on the Denver stations.Dave Barker,owner
of Trails West,felt that Estes Park Cable TV Company is making an
honest effort and also emphasized the need for the basic service to
be of good quality.Maynard Brown of Best Western Lake Estes Motor
Lodge agreed that the weather has hindered construction projects and
also emphasized that good reception is important to the motel business.
Mark Whittlesey of Lazy R Cottages expressed his need for good basic
service for his renters.Lyle Frantz,representing Estes Park Home
Theatre,stated that his company has not been responsible for any of
the delays as reported in the newspaper.Light &Power Director Dekker
reported that a telephone call was received from Hugh Harris who expressed
his dissatisfaction with Estes Park Cable TV Company.
Light &Power Committee Chairman Burgess commented that the Light and
Power Committee has acted diligently in obtaining good cablevision
for the residents of Estes Park.
The Committee recommends putting “Praise the Lord”(PTL)on Channel
12 as proposed and that the Committee negotiate with cablevision on
the replacement of PTL on the first tier.The Committee also recommends
granting the extension without penalty until May 31,1982.
TRILATERAL AGREEMENT:
The Committee recommends that the Trilateral Agreement among Mountain
Bell,Estes Park Cable TV Company and the Town of Estes Park,which
was revised to incorporate the new cablevision ownership,be approved.
After July 1,1982,it will be necessary for the Town to enter into
bilateral agreements with the other partipants regarding pole rental,
etc.

STREET LIGHTING IN FERNCLIFF:
The Committee took a field trip to Ferncliff to review the Street
lighting situation and also reviewed the situation with Attorney
William McEwan.According to Attorney McEwan,the Town cannot legally
provide free street lighting service without amending and Filing nw
tariff sheets with the Public Utilities Commission.The Committee
decided to review the possibility of leasing Mr.Kvols power pole which
the Town is presently using for its powerline.
CHRISTMAS SCENES REFURBISHING:
The Committee recommends hiring Mr.Newby to refurbish the Town’s
Christmas scenes at an approximate cost of $150 —$200 per scene.Mr.
Newby previously refurbished the Christmas scenes.
BUCKET TRUCK:
The Committee reviewed an analysis of the costs of retaining and main
taining the present bucket truck compared to purchasing a new one in
1982 and in 1985.The analysis showed that with the high costs of
maintaining the existing bucket truck,it would be more economical
to purchase a new bucket truck in 1982 rather than waiting until 1985.
The Committee recommends obtaining bids for a new diesel and gas bucket
truck.
HOME ENERGY AUDIT:
A few requests have been received for the Town to conduct home energy
audits for electrical customers.WAPA,from which the Town purchases
power,requires its customers to practice conservation measures in
order to receive a discount rate.Public Service Company will conduct
the home energy audits for the Town at a cost of $85 per customer (plus
a $15 charge to the customer).The Committee directed the staff to
research the costs of training Light &Power Department personnel to
conduct the audit.
ENERGY AND MAN’S ENVIRONMENT:
The Committee recommends the Town continue its participation in the
Energy and Man’s Environment program at a cost of $723.
