HomeMy WebLinkAboutMINUTES Light and Power Committee 1982-11-040 0 BRADFORD PUBUSHING CO.,DENVER R E C 0 R D 0 F P R 0 C E E D I N G S Light &Power Committee November 4,1982 Committee:Chairperson Houston,Trustees Graves and Wood Attending:All Also Attending:Town Administrator Hill,Light &Power Director Dekker,Finance Officer Duncan LOCAL REGULATION LEGISLATION: Director Dekker reported that the Colorado Association of Municipal Utilities is proposing legislation which would place control of municipal electric and gas utilities in the hands of the municipal governing body for their entire service area.At present,municipal utilities control services and rates within their jurisdictional limits,and the PUC controls those same utilities in outlying areas. Director Dekker presented a Resolution to the Committee and requested that they endorse the legislation as proposed by the Colorado Association of Municipal Utilities.The Committee recommends endorsing this legislation and passing the Resolution pertaining thereto. ENERGY DIVERSION LEGISLATION: Director Dekker presented a copy of the legislation as proposed by Colorado utilities concerning civil remedies by utilities for diversion of utility services.Director Dekker reported that over $3,000,000 is lost annually due to theft of electricity,gas,and other utility services.The legislation proposes retribution for stolen services.The Committee recommends endorsing this legislation and passing the Resolution pertaining thereto. PASS-ON RATE INCREASE: Platte River is proposing a rate increase of $86,533 to be effective January 1,1983.In order to recover the cost of the proposed increase in wholesale power rates,a retail rate increase of 2.3%will be necessary in 1983.The Committee recommends approval of the 2.3% pass—on rate increase. “STREAMLINE AMERICA”PROGRAM: The “Streamline America”Project is an educational program designed specifically for secondary schools to educate students on energy conservation.Director Dekker requested $369.00 for this program. If approved,a slide presentation with a question and answer period will be presented to high school and middle school students on Thursday,November 18,1982,at 12:30 p.m.and 1:30 p.m.The Committee recommends approval of the funds for this program. FOOTHILLS COMMUNICATIONS -REQUEST FOR MEETING: A letter dated October 29,1982,from Mr.Jack Yeckel of Foothills Communications was referred to the Committee by Town Administrator Hill.Mr.Yeckel is requesting an opportunity to meet with the Committee regarding cable televison service to residents both inside and outside of Town limits.The Committee recommends inviting Mr. Yeckel to the next Light and Power Committee meeting on Thursday, December 16,1922,at 1:30 p.m. C BRADFORD PUBLISHING CO.,DENVER R E C 0 R D 0 F P R 0 C E E D I N G S Light and Power Committee -November 4,1982 -Page 2 PROPOSED 1983 STREET LIGHT INSTALLATIONS: Following is a proposed street light schedule prepared by the Light and Power Department and is recommended to the Board of Trustees by this Committee: LOCATION TYPE COST Fall River Road 1878 250W —SV $924.35 1995 250W —SV 924.35 TOTAL:$1,848.70 Highway 34 -East Steamer Drive 250W —SV $1,492.45 Lone Pine Drive 250W —SV 1,492.45 TOTAL:$2,984.90 Moraine Road -West Mary’s Lake Road 250W —SV $552.95 High Drive Road 250W -SV 552.95 861 250W —SV 924.35 Elm Road 250W -SV 924.35 650 250W —SV 924.35 500 250W —SV 924.35 300 250W —SV 924.35 TOTAL:$5,727.65 Mary’s Lake Road 1021 250W —SV $552.95 TOTAL:$552.95 TOTAL REQUIRED BY TOWN $11,114.20 STREET LIGHT INSTALLATIONS -DEVELOPERS: Fall River Estates 23 100W —SV $19,870.85 Prospect Mountain Estates: 7 100W —SV $6,047.65 TOTAL PAID BY DEVELOPERS $25,918.50 REPORTS: Director Dekker reported on the prebid hearing for the hydro plant, dam and penstock.Bid proposals will be submitted by November 30, 1982.The Federal Emergency Management Association will be assisting in evaluating these bids.The Federal government will be providing 75 percent of the funds required to rebuild these structures.If the Town decides not to rebuild,they will receive 90 percent of 75 percent of the cost of replacement.Should replacement be impossible,the Town will receive 100 percent of 75 percent of the cost of replacement. Director Dekker reported that 24 capacitors have PCB problems and will be disposed of.The cost for disposing of these capacitors will be approximately $1,200.00. •0 0 8RADFORD PUBt.ISHING CO.,DENVER R E C 0 R D 0 F P R 0 C E E D I N G S Light and Power Committee -November 4,1982 -Page 3 Director Dekker reported that all the residential demand meter customers were sent a letter and a tariff sheet to let them know they need to keep track of their electric usage in order to keep their demand rates down. The septic system at the shop has been a continuing problem.The Town is looking at several options to correct the problem. A transformer in Allenspark burned up and two homes received a dose of high voltage which burned up their television sets.The claims were turned over to our insurance company.After a lengthy delay, the insurance company informed the homeowners that they were not liable and suggested the homeowners turn the claim over to their own insurance companies.Director Dekker felt that our insurance company handled the situation very badly. The new aerial lift truck has arrived.It will take approximately 30-45 days to install the lift unit on the truck and it will be in operation sometime in December. The Town Radio System will be assigned a new radio frequency in order to clear up the interference problems.New crystals will be installed in the radios in early 1983. Director Dekker reported on the flood recovery efforts to date and stated that most of the lines have been rebuilt. Energy Sales Comparisons —through October,1982,KWH sales were up 11.4%over last year’s sales. Director Dekker reported on Platte River Power Authority’s budget, the Rawhide Power Plant,the possible refinancing of the last three bond issues if the interest rates continue to come down,and the possible purchase of the Trapper Mine.
