HomeMy WebLinkAboutMINUTES Light and Power Committee 1982-09-02n 0 BRADFORD PUBLISHING CO.,DENVER R E C 0 R D 0 F P R 0 C E E D I N G S v Light &Power Committee September 2,1982 Committee:Chairperson Houston,Trustees Graves and Wood Attending:All Also Attending:Mayor Tregent,Town Administrator Hill, Light &Power Director Dekker,Finance Officer Duncan CABLEVISION REPORT: Town Administrator Dale Hill reviewed a Memo dated August 20,1982, submitted to the Light and Power Committee from Director Dekker and Town Administrator Hill.This memo is attached to and made a part of these proceedings.Mr.Wayne Unze,President of Cablevision, and Mr.John Kenmeir,Manager of Cablevision,were present to respond to the memo.The comments are as follows: 7 D -Director Dekker stated that the pole audit is scheduled to begin on September 13th and would take 4-6 weeks to complete.Mr.Unze requested that John Kenmeir not be required to be present all the time.Director Dekker agreed but stated that there were times when it would be necessary to have Mr.Kenmeir there. 8 A —Mr.Unze stated that they would have a proof of performance for 1982 after year-end. 8 D -Mr.Unze stated that a copy of the equipment purchase order had been given to Director Dekker.Director Dekker concurred. 8 E —The emergency audio override has not been done.Mr. Unze stated they would be putting more effort in getting this accomplished.They hope to have this working within the next two months. 9 A —Mr.Unze stated they have some flood funds which will be allocated for new antenna equipment.Mr.Unze requested more power and Director Dekker agreed to discuss this with him. 9 B -Same as 9 A. 9 C -A former employee had been putting complaints into his glove compartment —he has since been terminated. 11 A -Same as 9 C. 11 D -Same as 9 C. 19 E -This has been true,but they will comply with the regulations from this point on. 21 -They will comply. 26 -Mr.John Kenmeir stated that he had brought in maps for Public Works Director Widmer to review and that the maps for the new system would be brought in when they are available. 0 0 BRADFORD PUBLJSHING CO.,DENVER R E C 0 R D 0 F P R 0 C E E D I N G S Mr.Unze reported to the Committee that Cablevision will be putting up a new building which will house the stand-by power equipment. Town Administrator Hill informed the Committee that according to the Permit,they would need to either give Cablevision an extension or assess a penalty for the deficiencies.The Committee recommends giving Cablevision an extension until January 1,1983,to correct the deficiencies but made it clear that this would be the last extension given.Any further deficiencies would be assessed a penalty. The Committee received a letter from Mr.Unze dated August 13,1982, requesting a new pole rate of $1.90 per pole per year.The Committee recommends waiting until after the pole audit to determine what the pole rate should be. RESIDENTIAL DEMAND CHARGE INQUIRIES: Mr.Kevin Colleran appeared before the Committee to express his displeasure with the new “demand charge”electric rates.Mr. Colleran explained that he had recently purchased a condominium and was being charged a demand rate which had been established by the builder.Director Dekker explained that this was a PUC regulation and as such,the Town did not have any control over this situation. The Committee concurred that they could do nothing to help Mr. Colleran.Director Dekker suggested that when the rate consultant comes up again,they have him look into this situation. 1983 BUDGET: The draft of the 1983 budget was presented to the Committee for their review. REPORTS: Director Dekker reported on the progress that has been made since the flood. 1982 KWH sales through July were 35,536,065 compared with 30,630,089 for the same period in 1981 —an increase of 16%over last year. August 1982 KWH sales were 4,712,309 compared to August 1981 sales of 5,133,380 —a decrease of 8.2%.There is an increase of 11.14% for sales during the first eight months of 1982. Director Dekker reported that the Mutual Aid Agreement has been revised to meet our attorney’s requests.It will be presented to the Committee when it is finished. Rawhide Power Plant is on schedule.
