HomeMy WebLinkAboutMINUTES Light and Power Committee 1983-07-070 0 BRADFORD PUBLISHING CO.,DENVER R E C 0 R D 0 F P R 0 C E E D I N G S Light and Power Committee July 7,1983 Committee:Chairperson Houston,Trustees Graves and Wood Attending:All Also Attending:Town Administrator Hill,Light and Power Director Dekker,Finance Officer Duncan,Programmer Gerwing, Clerk Jensen REQUEST FOR NCR TO REWRITE UTILITY BILLING ACCOUNTING SYSTEM: Programmer Bill Gerwing reported to the Committee that the Town’s utility billing accounting system program is outdated,badly written, and cannot be changed because we do not have any documentation on the program.The program has been patched by many different people since it was installed in 1968.National Cash Register has looked at the program and would be able to rewrite it without damaging our files.NCR will provide us with documentation,which the Town could use to change the program should that become necessary in the future. The Finance Office and the Light and Power Department would like to sign a contract with National Cash Register for 100 hours at $75.00 per hour to rewrite the utility billing accounting system program.The Light and Power Department budget could accommodate this item.The Committee recommends approval of the request. HYDRO PLANT STUDY -BILL HARRIS,NORTH AMERICAN HYDRO: Mr.Bill Harris of North American Hydro presented the Committee with two alternatives for building a small hydro plant at Olympus Dam. Mr.Harris stated that a small hydro plant at Olympus Dam would be an equitable project.Mr.Harris will be submitting a letter explaining this project in greater detail.The study was conducted as an alternative to rebuilding the Fall River Hydro Plant should that not be possible.Town Attorney Greg White has been corresponding with the National Park Service regarding the Town’s water rights. ESTES PARK CABLE TV COMPANY: Request for Rate Increase:In a letter dated June 21,1983,Mr. Wayne Unze,President of Estes Park Cable TV Co.requested a rate increase on local Home Box Office service from $8.00 per month to $9.50 per month.The Committee recommends that Mr.Unze submit the documents as required by Section 31 —“Rates”of the Permit,and that the Town Staff so inform Mr.Unze. Skyline Cablevision’s Application to Purchase:Administrator Hill reported that he had received a telephone call from Mr.Occhionero’s auditors asking that the Town consider a financial review rather than a full-blown audit.Administrator Hill referred the auditor to Town Auditor,Jerry Boudreaux.No formal request has been made by Mr.Occhionero regarding the financial review.The Committee recommends that Jerry Boudreaux explain to them the difference between a review and audit if a request is received from Mr.Occhionero. AERIAL LIFT TRUCK: Director Dekker explained that the Light and Power Department had planned to budget funds in 1984 for a single-man aerial lift truck. Director Dekker requested that this unit be purchased now so that they could have it by fall.The single-man bucket truck could be used to continue the PCB testing,spot check transformers,do street 0 0 BRADFORD PUBLISHING CO.,DENVER R E C 0 R D 0 F P R 0 C E E D I N G S Light and Power Committee -July 7,1983 -Page 2 light work and would be able to go places off the road that the larger unit could not get to.The Light and Power Department has been investigating the cost of these units and presented the Committee with four possible options.The Committee recommends the Light and Power Department be authorized to purchase the small aerial lift truck at a “not to exceed price of $40,000.00”. P.U.C.RATES,RULES AND REGULATIONS: Director Dekker reported that the Town is out from under the P.U.C. regulations.Our existing rates,rules and regulations will have to be incorporated in our Municipal Code.Attorney Greg White will take care of the legalities.The Town will use the same format as that of the P.U.C.if we change rates in the future.The P.U.C. has a good set of rules and regulations and the Town will try to follow them pretty closely. REPORTS: Energy Diversion:In a letter dated June 16,1983,Bruce J.Swain, of the Colorado Diversion Council,reported that House Bill 1274 concerning civil remedies for energy diversion activites has been passed by the Colorado Legislature and will become effective on July 1,1983. Platte River Power Authority:The Rawhide Power Plant is still on schedule.Testing of the facility will take place in December and the plant should be ready for commercial operation in April,1984. Present Projects:Windcliff Estates is attempting to finish installation of utilities by August,1983.Eagles Landing,Pine Knoll Apartments,and several other developments are in the construction stage and will require power soon.Inquiries have been made for the installation of power in four or five other substantial size developments. Substation Work:Engineers are doing some standard maintenance work at the substations.
