HomeMy WebLinkAboutMINUTES Light and Power Committee 1983-05-13p 0 BRADFORD PUBLISHING CO.,DENVER R E C 0 R D 0 F P R 0 C E E D I N G S j Light and Power Committee May 13..1983 Committee:Chairperson Houston,Trustees Graves and Wood Attending:All Also Attendinq:Mayor Tregent,Town Administrator Hill.Liqht and Power Director Dekker,Finanace Officer Duncan,Disaster Recovery Manager Kistner, Town Clerk Jensen ESTES PARK CABLE T.V.CO.: In a letter dated March 17,1983,Mr.Wayne Unze,President of Estes Park Cable T.V.Co.reicorted his intent to sell Estes Park Cable T.V.Co.to Skyline Cablevision,Inc.of Denver.Colorado at a purchase price of $713,000.Section 42 of the TV Permit Agreement states that the Town has the right of first refusal. After consideration by the Committee and the Town staff,the Committee recommends to the Board of Trustees that they not purchase Estes Park Cable T.V.Co.The Committee also recommends that Mr.Unze go ahead with the sale of the system to Skyline Cablevision,Inc.of Denver.adhering to the four provisions listed by Attorney Gregory A.White in his letter dated April 6, 1983.,and the permit now in effect.Mr.Unze stated that the prospective purchasers would like an opportunity to come to the next Committee meeting..The Committee recommends that the prospective purchasers make apolication for the transfer of the franchise and when it has been received and reviewed,the Committee will set up a meeting date. REPORTS: Director Dekker reported that in approximately 45 days,the Town should have the new crystals for the radios and the will go to the new radio frequency authorized by the FCC. Director Dekker reported that the new base station will cost about $200.00 more than the original estimate of $2,200.00. The demand rate legislation did not go through.The Light and Power Department will investigate the load controllers and get prices from manufacturers1 and also talk to the electricians. A new lineman has been hired. The emergency power system in the Municipal Building was checked out by Kohier.They checked out the full load on the emergency circuits and found out we have olenty of capacity to handle additional requirements. Rawhide Power Plant is still on schedule and should be going commercial in April,1984. FALL RIVER HYDRO PLANT: Disaster Recovery Manager Kistner gave a brief update on the financing for the Cascade Dam and Hydro Plant.The Federal Emergency Management Agency has the feasibility study presented by North American Hydro/Warzvn and they have asked the Town to do the greatest cost effective dam,which is the earthen filled dam.The Town’s share to build and automate the hydro plant and dam is $300,000.00.FEMA stated that the flexible funding if used 0 0 BRADFORD PUBLISHING CO.,DENVER R E C 0 R D 0 F P R 0 C E E D I N G S Light and Power Committee -May 13,1983 -Page 2 should not go into the Town’s general fund but should go into an improvement projects special account.If the Town aoes ahead with the project,they could negotiate the design of the dam with Warzyn. In a letter dated May 12,1983 from North American Hydro/Warzyn Engineering Company gave an update on the feasibility study which is hereby made a oart of these proceedings by reference.After considerable discussion,the Committee recommends to the Board of Trustees that the Town Attorney oreoare a letter to the National Park Service for the Mayor’s signature indicatinq the Town’s desire to oroceed with the rebuilding of Cascade Dam and the Hydro Plant.
