NCR PROGRAMMING AUTHORIZATION:
Finance Officer Duncan requested authorization to hire National
Cash Register to convert our present programming systems to the
new NCR 9300 computer in order to get the Finance Department up
and running on the new computer.Approximate cost to convert the
systems would be approximately $8,100.00.The Committee recom
mends approval of the request.
DEED PARTICIPATION:
Director Dekker requested the Town participate in the American
Public Power Association DEED (Demonstrate Energy-Efficient
Developments)Program for 1984 at a cost of $572.20.The DEED
Program allows smaller utilities to participate in research and
development programs to help advance technology to meet local
energy needs.The Committee recommends approval of participation
in the DEED Program for 1984.
EME PARTICIPATION:
Director Dekker requested authorization for the Town to partici
pate in the Energy and Man’s Environment Program at a cost of
$723.00.The EME Program is an education program for schools.
The Committee recommends approval of the request.
U.S.BUREAU OF RECLAMATION INVOICE:
The U.S.Bureau of Reclamation invoiced the Town for $4,389.00
for reimbursement incurred by the Government to repair Penstock
No.2.In 1974,when the Town set a utility pole on Federal
land,the Bureau of Reclamation employees recommended the
location for the pole.Attorney Gregory A.White in a letter
dated December 13,1923,to the Bureau of Reclamation indicated
the following:“1 have advised the Town that it is my opinion
that the Town is not legally responsible for the damage to the
penstock as the pole location was placed at the request of the
Bureau of Reclamation.Although the Town does not feel that
there is any legal requirement that they pay the amount shown on
the invoice,the Town feels that a compromise settlement would be
appropriate.Therefore,the Town has authorized me to offer the
sum of $2,195.00 as full and complete settlement of this matter.”
The Committee recommends approval of payment to the Bureau of
Reclamation in the amount of $2,195.00,and the Town staff pursue
the possibility of an insurance claim.
CAMP ST.MALO BILLING:
An electric metering transformer at St.Malo was changed out a
few years ago.The proper information was not transferred to the
meter book.St.Malo has been billed at one-half the rate since
that time.The Town can go back 12 months on the billing to
correct the discrepancy.The November 1982 through October 1983

electric billing should have been $8,194.94.The amount actually
paid was $3,736.73,for a difference of $4,294.32.However,St.
Malo may have qualified for the General Service Small Rate had
they understood the demand metering schedule under which they now
are being billed.Had they been billed at the General Services
Small Rate,the bill would have been $7,478.28,less the
$3,736.73 paid for a difference of $3,741.55.The Committee
recommends that St.Malo be billed at the General Services Small
Rate and if they cannot keep the kilowatt usage less than 35 KW,
then change them to the Demand Rate.The Committee also
recommends that Director Dekker negotiate the past due amount.
METHANE SYSTEM AT SERVICE BUILDING:
The Light and Power Department shop has had methane exhaust
system problems.In a letter dated January 6,1984,Wyco,Inc.
(a service maintenance company)suggested several solutions to
the problem.The Committee recommends the Public Works and Light
and Power Departments further investigate what needs to be done
at the shop.
COLORADO ASSOCIATION OF MUNICIPAL UTILITIES -DUES:
The 1984 dues for the Colorado Association of Municipal Utilities
is $958.08.The Committee recommends continued participation in
the CAMU.
REPORTS:
Fall River Hydro Plant -Attorney Greg White will be sending a
letter to the National Park Service regarding the Hydro Plant.
PRPA -The Platte River Power Authority Plant dedication is
scheduled for June 23,1984.
EPA —The Environmental Protection Agency gave a surprise in
spection on January 10,1984.The Town received a report
indicating no infractions.
Lineman -The Light and Power Department will try to hire another
lineman and groundman before summer.
