CASCADE DAM -NATIONAL PARK SERVICE:
Town staff,Rocky Mountain National Park Service,Regional Office
-National Park Service,Division of Disaster Services and the
Federal Emergency Management Agency (FEMA)gathered to discuss
the Rocky Mountain National Park Service acquiring the Town’s
rights located at Cascade Dam.
Superintendent Thompson stated the Park Service did not have
sufficient funds available in their 1985 Budget for
acquiring the Town’s rights;they also do not anticipate
sufficient funds in the 1986 Budget.The National Park
Service listed the following preferences:
1.Prefer the Town not pursue reconstruction of the diver
sion facilities in the Park.
2.Should the Town not rebuild Cascade Dam,the Park
Service will continue to seek funds to acquire the Town’s
rights.
3.If the Town chooses to rebuild,the Park Service will
not seek funds to acquire the Town’s rights.
4.Should the Town rebuild,the Park Service expressed
concern on what type of facility would be constructed.
Reconstruction of camping sites located at the Aspen Glen
Campground is scheduled to begin late this Spring or early
Summer.One-third of the sites are not currently in the 100
and 500-year floodplain due to the fact that there is no
existing dam structure;should the Town rebuild the dam,
only 50 sites would be available for reconstruction due to
floodplain regulations,affecting 25—30 sites.
5.The National Park Service is not interested in acquiring
the Town’s water riqhts.
Roger Free (FEMA)stated a possible alternative would be
obtaining an agreement with the Western Area Power
Administration (WAPA)for a “power transfer”to replace the
Town’s lost electric generating facilities.Informal
discussions have been held with WAPA,Bureau of Reclamation,
and the Regional Office of the National Park Service.FEMA
would endorse such a transfer in exchange for the Town
giving its existing rights at Cascade Dam to the Park
Service.Under this arrangement FEMA would pay for 75%of
the costs to construct a diversion dam for the Fall River
Water Treatment Plant.

The following questions need to be resolved:
1.Can we obtain WAPA power?
2.Would the Town be able to accept WAPA power if obtained?
There is a possibility of a conflict with Platte River Power
Authority (PRPA)should the Town obtain WAPA power.
3.Is there a good chance the Park Service will buy the
Town’s rights at Cascade Dam?
Further discussion followed with the Rocky Mountain National Park
Service and the Regional Office of the National Park Service
stating they will formally request a power transfer from
WAPA/Bureau of Reclamation and Director Dekker obtaining further
information from PRPA regarding accepting the power transfer from
WAPA.
DISCONNECTION OF ELECTRIC SERVICE DUE TO NON-PAYMENT:
Director Dekker briefed the Committee on current policy proce
dures for disconnecting electric service due to non—payment.
Finance Officer Vavra has requested policy procedures regarding
disconnection from other municipalities;information will be
forthcoming.Following discussion,the Committee recommends
instituting two attempts to contact the customer (via telephone)
on separate days at least 24 hours prior to a proposed discon
nection of electric service in an effort to ensure all delinquent
customers are notified of past—due accounts.Authorization was
given for one of these calls to be made after business hours with
Town staff being reimbursed on an over—time basis.Telephone
logs will also be maintained by Town staff.
REPORTS
The Light and Power Department will be participating in the “Mesa
Hot Line School”this year by registering two linemen.The
school has been very beneficial in years past.
The Imerican Public Power Association’s 1985 National Conference
will be held May 6th -8th in Los Angeles.
