HomeMy WebLinkAboutRESOLUTION 81-21RESOLUTION81-21ESTABLISHING2022SEASONALPAIDPARKINGANDPARKINGPERMITFEESWHEREAS,theBoardofTrusteesoftheTownofEstesParkhasadoptedChapter10.06oftheMunicipalCode,authorizingtheimplementationofseasonalparkingfeesbyresolution;andWHEREAS,section10.06.040providesforpermitsinlieuofpaidparking,governedbyrulesandregulationstobeapprovedbytheTownBoard;andWHEREAS,section10.04.040allowsforovernightparkingwhereauthorizedbyaTown-issuedparkingpermit;andWHEREAS,atitsstudysessiononOctober26,2021,theBoardofTrusteesheardfeedbackfromPublicWorksstaff,theTown’sparkingconsultant,thecitizenTransportationAdvisoryBoard,andtheEstesChamberofCommerceanddiscussedtheprogram’sperformancewithregardtotheTown’sparkingmanagementobjectives;andWHEREAS,itisnecessarytodetermineparkingfeesforplanningandbudgetingpurposessoasnottoimpairthecontinuityofoperationsfortheTown’sPublicWorksDepartmentParkingandTransitDivision.NOW,THEREFORE,BEITRESOLVEDBYTHEBOARDOFTRUSTEESOFTHETOWNOFESTESPARK,COLORADO:1.ThefollowingdailyparkingfeesinEstesParkshallbeimplementedandenforcedforthe143-day(20-week)visitationseasoncommencingonMay27,2022andterminatingonOctober16,2022,inclusive.2.Dailyparkingfeesshallbe$2.00perhourbetweenthehoursoflOamand6pm,sevendaysperweek.3.Dailyparkingfeesshallbecollectedfor682parkingstalls(31%of2,174totalstallsavailablesystem-wideand67%ofthe1,022stallslocatedinthedowntowncore)ineightpublicparkinglotsasfollows:theTownHallparkinglot(224of281stalls),EastRiversideparkinglot(41of44stalls),Riversideparkinglot(91of94stalls),Wiestparkinglot(132of141stalls),PostOfficeparkinglot(86of99stalls),Tregentparkinglot(16of17stalls),Virginiaparkinglot(19of20stalls)andBondParkparkingareas(73of76stalls).TheParking&TransitManagershalldeterminewhichspecificstallswithintheselotsshallbedesignatedaspaidparkingstalls,consistentwiththesetotals,andshallensurethattheyareconspicuouslysodesignated.4.Dailyparkingfeesshallnotapplytothe28stallsmarkedfordisabledpersonsintheseparkinglots:TownHall(10stalls),PostOffice(4stalls),BondPark(3stalls),Tregent(1stall),Wiest(4stalls),Riverside(2stalls),Virginia(1stall)andE.Riverside(3stalls). 5.Dailyparkingfeesshallnotapplytothespacescurrentlyreservedforaccesstocivilservicesintheseparkingareas:TownHaIl(7),PostOffice(10)andtheLibrary(7).Dailyparkingfeesshall,however,applywhenthesereservedspacesareusedbythepublicduringholidayclosuresofthereferencedfacilities(TownHall,PostOfficeandLibrary).6.DailyparkingfeesshallnotapplytospacesreservedforusebymarkedvehiclesonofficialbusinessintheTownHallparkingarea.Currentreservedspacecountsfor2022are:PoliceReserved(22)andTown/LibraryStaffReserved(8).TheParking&TransitManagermayadjustthesecountsasnecessaryforoperationalpurposes,byadjustingthecountsdescribedinparagraph3above.7.DailyparkingfeesshallnotbechargedtovisitingpublicofficialstravelingonofficialbusinessinmarkedvehiclesandparkingintheTownHallparkinglot.8.ThetwospacesmarkedasdesignatedforelectricvehiclesintheTownHallparkingareashallcontinuetobegovernedinaccordancewithadoptedTownpolicies.9.FeesforparkingpermitssetforthinPublicWorksPolicy842shallberetainedforthe2022season:a.Overnight(Resident):$35perpermitb.Overnight(Rental):$40perpermitc.Overnight(Transient):$10perspacepernightd.Employee(Convenience):$40perpermite.Business(CommercialLoading):$80perpermit10.Theresolutiontobeinfullforceandeffectfromandafteritspassageandapproval.11.TheBoardrepealsallresolutionsorpartsofresolutionsinconflictwiththisresolution,butonlytotheextentofsuchinconsistency.DATEDthis9dayof,2021.TOWNOFESTESPARKATTEST:AT,6nClerkAROVEDASTOFORM:TownAttorney
