Final Report Framework/Layout Examples and Connecting to
State/County Efforts

This document contains examples of how we may want to format our final report. A reminder of our charge.
Resolution 55-21 says we are to develop recommendations for the Town Board concerning the Town’s role in
environmental sustainability initiatives. . . and that recommended strategies and tactics be assigned a timeline for
implementation. Regardless, here are some representative examples of Sustainability, Climate Action, and other
Plans (and one report from the Town):
Plan with Detail, Nice Template, Narrative, Professionally Created:
Routt County Climate Action Plan (Adopted by Steamboat Springs).

pages. Very well-done plan with excellent design. Look at the “Strategies” summary section (pp. ES4 & ES5). Then
in the Getting to Work Section (starting pg. 13 in the document) each strategy is discussed a bit more in-depth
along with Actions, and Tactics.
Plan with Specific & Detailed Template:
Durango, CO. (Sustainability) https://www.durangogov.org/DocumentCenter/View/20948/DRAFT-Sustainability-
Plan-Action-Summary (19 pages). We could probably keep a similar plan for Estes Park under 30 pages since we
are only doing “environmental sustainability”. This is the 2021 Durango Sustainability Action Plan (draft
The Plan has section for each objective(s) that include proposed action, detail target implementation dates,
process with responsibilities, priority level, and project funding sources. This framework/template is much more
detailed in terms of timelines and funding.
Larimer County Climate Smart Executive Summary and Framework
Many of the things in this plan directly relate to actions that we will likely recommend. The documents (both
summary and full) have an effective design. See:

Detailed, Narrative Plan, First Time Report:
Jason had sent out the Town’s Workforce housing and Childcare report (29) pages.

narrative approach. Issues/topics are initially in a problem statement format with key themes and summary of the
potential town role. Then specific recommendations are listed, each with a summary and then the sub-
recommendation (again in an explanatory format). This report required little formatting (an advantage).
However, the format is not as attractive as others. It may come at the expense that some people may not want to
wade through all the discussion.
Ultimately, the framework/format/model we select should be the one that will have maximum influence on the
Town Board.
Connecting to State and Larimer County Efforts
It’s important that in our final report we should connect our recommendations, as much as possible, to State of
Colorado and Larimer County efforts. The more we can reference these connections, the better. We have sent
these links out to you before, but as a reminder:

1. Colorado GHG Pollution Reduction Roadmap—The Roadmap represents the most action-oriented,
ambitious, and substantive planning process that Colorado has ever undertaken on climate leadership,
pollution reduction and a clean energy transition. It lays out an achievable pathway to meet the
state’s Climate Action Plan.
2. Colorado Climate Action Plan – Sets “the state’s science-based climate targets of 26% by 2025, 50% by
2030 and 90% by 2050 from 2005 levels that were part of House Bill 19-1261”.
3. Colorado Resiliency Framework—The Estes Park Comprehensive Plan is being organized around the six
resiliency themes established in the Colorado Resiliency Framework, a foundational document for the
DOLA grant supporting” the town’s planning initiative.
