HomeMy WebLinkAboutMINUTES Estes Park Planning Commission 1959-07-21RECORD OF PROCEEDINGS Minutes of a regular meeting of the Estes Park Local Planning Commission Meeting held in the Tovm Hall on the 21st day of July, 1959 at 1:00 P.M. Present: Also Present: R. C. Brodie, G, H, Gillan, Charles Herzog, Charles F. Hix, C. M. Hunter Verne H, Fanton, Secretary, Trafton Bean, Planning Consultant Absent: N. L. Bartlett, C. A. Law Minutes of the regular meeting held on June 16, 1959 read and approved as read. Mr. C. M. Fulton appeared before the Commission supporting his application filed at the last regular meeting to re-zone the southerly I65 feet of Riverside Sub­ division located between West Riverside Drive and the Big Thompson River. Mr. Fulton informed the Commission that the intended future use of the property vrould be multi-family occupancy and that the specific reason for requesting re­ zoning vras to avoid set-backs that are required under the present zoning of his property. The Secretary reported that legal publication had been complied with and that letters of objection had been filed by the follovri.ng persons: Ted Spencer, Vernon E. Autry, Goldie Bezold, 0. G. Edwards. Mr. Vernon Autry was present and spole opposing the re-zoning. The general text of the opposition v;as the possible adverse effect of the view of the river. Mr. Fulton stated that if and vrhen future development was made on the property, he would install a sightly^fence along the river bank. Follovdng a discussion by the Commission, C. F. Hix moved that the Commission recommend to the Town Council that the above described property be re-zoned to a C-1 Commercial District. G. H. Gillan seconded the motion. Upon roll call said motion manimously carried. The Secretary presented a petition and plat submitted by Curry L. Meyer and aura F. Meyer asking that their described property be included id-thin the boundaries of the Town of Estes Park. The plat appearing to be in order, . r. Hix moved that the Commission recommend to the Tovm Council that the described property be annexed. G. H. Gillan seconded the motion. Upon roll call said motion unanimously carried. The Secretary read a letter dated July 10, 1959 addressed to the Planning BlSS210ofS+fien Mer?' In accordance TO-th public notice published for a public hearing, the Commission proceeded to consider a proposal to amend the Tourist District of Estes Park Zoning District #3 to permit the operation of approved Trailer Courts. Mr. Trafton Bean reviewed the background of the present zoning and explained the reasons for the current proposal. The following persons appeared and spoke in favor of regulation providing for the installation of individual trailers for residence purposes; Mr, Wyrick, Mr. Richie and Mr, Mitchell, Mr, Milton Hayes spoke in favor of some provision for the operation of trailer courts. The following persons spoke opposing any provision to provide for trailer courts in the High Drive area; Lisle Ware, Robert Knowles, William Ferguson, Alfred Wands, Amil Borgler, John Klein, Lois Griffith and Mr. Harzog. Twenty-five other persons present expressed their opposition to establishing any trailer courts in the High Drive area. Mr. Lisle Vrare submitted and filed a petition signed by ninety-two persons representing themselves to be property owners in the High Drive area and opposing any trailer courts in that area. Letters vrere also filed by G, B, Hastings, Maurine Murphree, Marion Brafford and Jean Warner protesting the proposal. After revievring and analyzing the expression of the people, R. C, Brodie moved that the proposal to permit trailer coxirts in the Tourist District be tabled for further study. G. H, Gillan seconded the motion. Upon roll call said motion un­ animously carried.
