Meeting held in the Town Ha.ll on the I8th day of June, 1957 at 7:30 P-M.Present: G-.H. Gillan, Chairman, Ronald Brodle, Charles Herzog, Charles Hix, C.A. Law, Glenn Prosser. Also Present: John Morris, Planning Consultant, Verne H. Fanton, Sec,y. Absent: C.M. Hunter. Chairman Gillan opened the meeting and proceeded to conduct the ad­ vertised public hearing on the proposed annexation of the University Heights area. Mr. Gene Mitchell, attorney at law, representing the following property ox-.Tiers, who were also present, spoke against the proposed annexation: Mr. & Mrs. Roy Castle, Mary Andrews, Ruby Conroy, Mr. & Mrs. Dr. V/illard, and Mr. & Mrs. Samuel Stanworth. Mr. Mitchell pointed out that approximately h&,S,f of the property ovmers were not in favor of annexation and that the required rights of way for streets xiould not be deeded. Mr. Robert Miller and 14r. B.R. Maize spoke in favor of annexation. All persons having been heard. Chairman Gillan stated that the Commission would attempt to arrive at a recommendation to the Town Council, at the next meeting. In accordance with the published notice of hearing, the Commission proceeded to hear the request of Mr. C.A. Lav;, to re-zone an additional 40 feet on the West of Lot 2, Little Prospect Addition, from the ex­ isting R-1 Resenditial District, to a Restricted Commercial District. Mrs. Glen West spoke against the proposal, read and filed a petition signed by 25 persons protesting the proposal. Mr. & Mrs. Joe Horton, Mrs. Bertha Ramey and Roland Sutter also spoke against the proposal. Mr. Bob Llndstad, representing Mr. Lav/, presented drawings of the proposed addition to the motel, and spoke in favor of the re—zoning, explainglng that the request is to build a one story, 8 unit addition on the West, and a 2 story, 12 unit addition on the East. All persons having been heard. Chairman Gillan stated that a re­ commendation v/ould be made at the next meeting. Mr. Wayne Stacey and Mr. R.T. McCracken, of the Worth End Planning District visted the meeting and announced that they were anxious to co-ordinate thicr policies with those of this commission. Mr. Walter La.xvson, Larimer County Commissioner, was also present and spoke along the same line. In accordance v/ith legal publication, the Commission considered the adoption of an amendment to the sub-division regulations, relating to dedicating land for public use. The worSs "raw land value was sub­ stituted in the amendment and Charles Hix moved that it be adopted and recommended to the Town Council. Ronald Brodie seconded the motion. Upon roll call said motion unanimously carried. There being no further business, it was^regularly moved, seconded and carried that the meeting adjourn. Law, J.O. Mall, Glenn Prosser. Also Present: John Morris, Planning Consultant, Verne H. Fanton, Secretary. Absent; C.M. Hunter. Minutes of the regular meeting held on May 28th, read and approved. The Secretary read apnlicatlons for permit, fiDom John Ramey, Agent, to build a motel on U.3. and from Prentice Fisher to build a cottage camp on the high drive road. The Commission ask that both applications be referred to the respective advisory committees for comment, and returned for the next meeting. The matter of highway bill-board signs was again discussed. Donald Griffith moved that the County Building Inspector be asked to have the County Attorney contact the Denver sign company that installed the Estes Park Sky way signs, and order them removed or a permit issued through regular channels. Chiles Hix seconded the motion. Upon roll call said motion unanimously carried. After further discussion, the Commission ordered an ad placed the The Estes Park Trail, relating to sign permits. Donald Griffith reported on the monthly meeting of The Larimer County Planning Commission1s meeting in Fort Collins. Mr. Howell Dietrick appeared and ask a.bout regulations that would ^PPly to a proposed subdivision at the Mrs. Ruth Herndon property. The Comission determined that the location was within the North End Planning District, and that the pla.t should be presented to that Commission.
