Meeting held at the Town Hall, on Tuesday, January 1?, at 7:30 P.M. Present; Chairman, Charles F. Hix, Vice Chairman, Q-.H. G-lllan, Dr. J.O. Mall, Don Griffith, E.R. Smith, Charles Herzog, Glenn Prosserj Also Present; Verne H. Fanton, Secretary, Trafton Bean, Planning Consultant. Minutes of the special meetings held on November 22nd, November 29th and December 12th, read and approved. Chairman Hlx presented a petition on file to rezone lots 7, 8, and 9» Buenna Vista Resubdlvislon. Dr. Mall moved that the matter be referred to the Planning Consultant, Trafton Bean, for study and recommendation. Glenn Prosser seconded the motion. Upon roll call said motion unanimously carried. The Secretary presented a petition from Mr. Hans Gartner, asking permission to install a miniture golf course, in Grand Estates Subdivision. Don Griffith moved that this request be referred to Trafton Bean for recommen­ dation. Charles Herzog seconded the motion. Motion unanimously carried. In discussing requests for re-zoning, the Commission agreed to adopt a policy for the time being, that all such requests should be referred to the Planning Consultant for recommendation. The Secretary reported that the Estes Park Quoto Club had prepared a definite plan and details for assigning street numbers to the business section and to a portion of the rural areas located on the main highways, and that the plan had been reviewed by Trafton Bean. The proposal is to assign numbers to the above described areas for this year, with the b&lance of the Town and area to be worked out by the Planning Commission. Mr. Bean spoke on the plan and approved tt, with recommendations. The Commission endorsed the plan, providing, Mr. Bean set forth his recommendations in writing, to be approved by the Commission and presented to the Town Board for legal action. Mr. Bean proceeded to Inform the Commission of his suggested order of prodeedure in starting a planning program for Estes Park. The first pro­ ject would be the preparetion of a land use map, showing the existing use of lands. A second map would then be prepared, showing proposed future land use development together with proposed traffic, or circulation development. This proposed plan would be presented to the Commission for revision and acceptance, then presented to the public for hearings and acceptance, and then to the Town Board for official adoption. The next proceedure would be the preparation and adoption of building codes and building standards. Also a study, with recommendations, for the improvements and development of off-street parking. Mr. Bean exPlai"®.. n that as the work progresses, all studies, surveys, plans and receoramendation completed by the Commission, would be classified. Indexed, and filed in book form, for reference, and avllable to the public. The Commission agreed that the Town Board should be kept f woMngs of the Commission, and ask that the Secretary read the minutes of all meetings, at the Town Board meeting, and receive their comments. The balance of the meeting was spent in discussing with the Planning Consultant, specific locations of traffic congestion within the Town. There being no further business, the meeting adjourned.
