HomeMy WebLinkAboutMINUTES Estes Park Planning Commission 1956-09-18RECORD OF PROCEEDINGS Minutes of a regular meeting of The Estes Park Local Planning Commission* Meeting held at The Tovm Hall in Estes Park on the I8th day of September, 1956 at 8:30 P.M. Present: Charles F. Hlx, Chairman, G-*H. Glllan, Charles Herzog, C.A. Law Glenn Prosser, E.R. Smith. Also Present: Verne H. Fanton, Secretary, Trafton Bean, Planning Consultant. Absent:Ronald Brodle. Minutes of the regular meeting held on August 21, read and approved. In accordance with the action of the last meeting, the Secretary presented the Harry Miles re-subdivision plat, and reported that the Town Engineer recommended approval providing a drainage culvert installed in the access road. After review, Charles Herzog moved that the plat be approved. G.H. Gillan seconded the motion. Upon roll call said motion unanimously carried. The Secretary reported that the Town Attorney recommended that thfe Storer Ranch property not be annexed to the Town unless it was plotted and presented in subdivision form. The main reason being that it would be possible for the property to be developed at a later date without public streets for access and utility rights-of-way and without access to property beyond the Storer ranch that might want to annex in the future. The Commission accepted the legal opinion. In further discussings annexation problems, the Commission stated that it would be desirable to have a annexation policy prepared in written form and. adopted by the Town Board to be used as a guide in the future. The balance of the meeting was spent in a discussion, led by Trafton Bean, in reviewing possible building codes for the Tovm. Four differenist codes were reviewed together with a survey of building codes nov; in use in other Colorado Towns. As a result, G.H. Glllan moved that the Commission re­ commend that the Town Board adopt the code known as The Uniform Code", with the schedule of permit fees and the fire zone area to be determined by the Town Board. Glenn Prosser seconded the motion. Upon roll call said motion unanimously carried. There being no further business, it was regularly moved, seconded and carried that the meeting adjourn. The Secretary presented a subdivision plat, submitted by C*V/* Guempeleln, known as the first addition to Charles Heights, for consideration. Mr* Howell Dleterlch, v:ho prepared the plat, appeared and discussed the plat with the Commission* Following a detailed study and discussion of the plat, G*H* Glllan moved that the adopted regulations be complied with, namely that a streets be Increased in width to 60 feet and the limited local traffic B^reets be a minimum of 50 feet in width* Glenn Prosser seconded the motion* Upon roll call said motion unanimously carried* The plat was returned to Mr. Dietrich with the above information* Mr* Warren Hurd and Mr* Fields appeared before the Commission, referred to the recorded plat of the Hondius subdivision, and ask Possiblllty °rv,rt0,= dedicating the platted streets to the public together with with Larimer County assuming the maintenance thereof. GT°XAnni ?e?a?dinethat Mr. Fields contact the County Commissioner, Mr* VJalter Lawson, regarding ms proposal* Mr* Fields also stated that he ^o ?Sa? tSef•nlat of the subdivision, in order to change certain lot lines so tnat xney would be at right angles with the plated road, anJ^sk e^ould would approve the amended plat* The Commission stated W0U1 be in accordance with the regulations and therefore would be approved* Mr. Howell Dietrich reviewed a pending annexation plat for the ± Heights area and ask what width access roadJ1woul“Lr®5^ir?n,widtL stated that the access road should be a minimum of 40 feet in width.
