Minutes of a regular meeting of The Estes Park Local Planning Commission, Meeting
held at the To-wn HaH, on the 19th day of June at 7s30 P.M,
Present: Charles F, Hix, G.H, Gillan, Charles Herzog, C.A, Law, Glenn Prosser,
E.R, Smith,
Also Present: Verne H, Fanton, Secretary, Paul Van Horn, Town Engineer, and
Trafton Bean, Planning Consultant,
Absent: Ronald C, Brodie,
Minutes of the regular meeting held on May 15th, read and approved,
Mr. Trafton Bean reported on the committee meeting held on May 21st, and in accordance
with the result of the meeting, presented a vo'itten recommendation for the amendment
of the Town Zoning Ordinance, including re-zoning the Quasebarth Re-Subdivision and
adding certain restrictions to the C-1 Commercial District. FoUovdng the discusstion,
E.R, Smith moved that the Secretary publish a Public Notice for a hearing on the above
to be held on July 17th, G.H. Gillan seconded the motion. Upon roll call said motion
unanimously carried.
The Town Engineer presented a sketch of a proposed subdivision, submitted by Mr, fed
Shanks, The Coramision revievred the sketch, and stated that the proposed streets in
the subdivision would have to be a minimvmi of 50 feet in width. The Engineer stated
that a plat vrould be prepared accordingly, and submitted for approval.
The Town Engineer presented a preliminary plat of the Fulton Subdivision and a preliminary
plat of the Venner subdivision. The Commission inspected and discussed the plats, both
plats appearing to be in order, Glenn Prosser moved that the Engineer proceed to prepare
a final plat on both subdivisions for final approval and require the subdivision
regxlations to be complied with, G.H, Gillan seconded the motion. Upon roll call said
motion unanimously carried.
The Secretary presented an application from Mr, Frank Gordon, of 300 North Lane street,
asking for an exception to the set-back requirements, for the construction of a garage.
The Commission unanimously stated that the existing set-backs must be complied vdth.
The Secretary presented a request from Mr. John Carey, asking that the sale of
confections and gifts be permitted in a Mxltiple Family District, as an accessory use,
The matter was turned to the Planning Consultant for recommendation.
There being no fxnrther business to come before the meeting, it was regularly moved,
seconded and carried that the meeting adjoiim.

meeting held in the Tovn Hall on the 19th day of June, 1956 at S:00 P.M,
Present; Charles F, Hix, G.H. Gillan, Charles Herzog, C.A. Law, Glenn Prosser,
E.R, Smith, Don Griffith, C,M, Hunter.
Also Present: Verne H, Fanton, Secretary, Trafton Bean, Planning Consultant, Paul
Van Horn, Town Engineer.
Absent; Ronald Brodie and Dr. H.O. I'lall.
Minutes of the regular meeting held on May 15th, read and approved.
Chairman Hix opened the meeting and explained to those present that in accordance vriLth
the publicity, advertising, published map, etc, that had been conducted by the Com
mission during the past month, that a portion of this meeting vrould be devoted to
hearing the comments, objections,&suggestions from any interested persons, regarding
the Commission’s proposed master plan for the adoption of a street and highway plan.
There were forty-one persons present. Chairman Hix then turned the meeting over to
the Planning Consultant, Mr. Trafton Bean to conduct the hearing.
Mr. Holtz, ovmer of about 50 acres of land just North-East of the village, spoke,
supporiMig the proposed connecting link highway between the Thompson Highway and the
Devils Gulch road, providing, the proposed road follows the section line.
Regarding the proposed connecting link road between the Mary's lake road and highway
262, thru the middle Broadview area, the following persons spoke opposing any develop
ment of this road; Mr. C.V7. Emerson, Mrs. Edyth Carroll and Mr. Wurgler. A letter
and telegram from Mr. William Paynter was read, also a telegram from 1-Ir» William
Snyder, opposing the proposed road.
Regarding the proposed Valley Road By-Pass route, Mr. George Menard, representing a
group of property owners along Virginia Drive, spoke, supporting the By-Pass but
recommending that the intersection of Elkhorn Ave. & Virginia Drive be used as the
starting point, Mrs, Hildred Griffith also spoke in support of this alternate.
Mr, Jack Seybold spoke, opposing any By-Pass, and recommending that the platted alley
North of Block 2, be opened and improved in order to relieve traffic congestion,
Mr, Paul Van Horn spoke, supporting the opening of the alley together with the pro
posed Thompson river alternate, Mr, Walt Howard spoke, recommending a By—Pass be
included the the master plan from Highvray No, 7 through Prospect Valley to connect
with Highway 262, together with the proposed Valley Road By5«Pass,
Chairman Hix announced that all persons present wishing to express opinions had been
heard and that the hearing was concluded. The Commission proceeded to review the
comments of the hearing, Glenn Prosser moved that the proposed Broadview road be
eliminated from the plan, C.M, Hunter seconded the motion. Upon roll call said
motion xmanimously carried.
The Board discussed at leiagth the possibility of including a Prospect Valley by-pass
in the plan, but no action was taken.
Mr. Donald Griffith, local representative on the County Planning Commission, spoke
regarding the County Attorney1s opinion and the County Commissioners regulation,
requiring 1 subdivisions in the County to be approved by the Planning Commission
before being sold or record/i^/ed .
